Abstract: We use variation in oil output among Brazilian municipalities to investigate the effects of resource windfalls. We find muted effects of oil through market channels: offshore oil has no effect on municipal non-oil GDP or its composition, while onshore oil has only modest effects on non-oil GDP composition. However, oil abundance causes municipal revenues and reported spending on a range of budgetary items to increase, mainly as a result of royalties paid by Petrobras. Nevertheless, survey-based measures of social transfers, public good provision, infrastructure, and household income increase less (if at all) than one might expect given the increase in reported spending. To explain why oil windfalls contribute little to local living standards, we use data from the Brazilian media and federal police to document that very large oil output increases alleged instances of illegal activities associated with mayors

We examine the impact of resource windfall on the standard of living both in the short-run and long-run, using a sample of 130 countries, 1963-2007. Then, we systematically investigate the effect of resource windfall on welfare in three different groups of countries: We find that in the short-run resource windfall is welfare enhancing in the whole sample, especially via increases in income and decreases in inequality. However, in SSA countries, the size of welfare improvement is small and it is smaller and almost zero after one year in fragile Sub-Saharan African (SSA) countries. In the whole sample, a resource windfall shock leads to significant welfare growth even in the long-run, but we couldn’t find any significant long-run effect of resource windfall in SSA countries.

There has been a lot of interest within the scientific and policy communities in the ‘resource curse’; that is, the tendency of mineral rich economies to turn into development failures. Yet, after more than 20 years of intensive research and action, ‘the curse’ still lingers as a very real global problem, because of volatile mineral prices, bad governance and conflict. This book incorporates current original research on the resource curse (from some of the most prominent contributors to this literature), combined with a critical reflection on the current stock of knowledge. It is a unique attempt to provide a more holistic and interdisciplinary picture of the resource curse and its multi-scale effects. This edited volume reflects the current academic diversity that characterises the resource curse literature with a mix of different methodological approaches (both quantitative and qualitative analyses) and a diverse geographical focus (Latin America, Sub-Saharan Africa, global). Taken together the studies emphasize the complexities and conditionalities of the ‘curse’ – its presence/intensity being largely context-specific, depending on the type of resources, socio-political institutions and linkages with the rest of the economy and society. "The question of how to treat commodity production and how to manage recurrent cycles of booms and busts has always been a challenge for policymakers in commodity-dependent countries, including many in the LAC region. These challenges have led to allegations of a "commodity curse'' that retards development in these countries, but as of yet, there is no consensus as to whether such a curse exists, and if so, how can negative effects be minimized. This book contributes to this debate. Much of the report is focused on an examination of specific channels through which commodity dependence may affect the economic and institutional development of countries. This includes broadly 4 sets of concerns: one set dealing with the direct economic effects of commodity dependence and the implications for long-term growth; one dealing with the interactions between commodity production and the rents it generates on the one hand, and a country's institutions on the other; a third dealing with the macroeconomic challenges of managing the volatility of revenue flows, including the distributional implications at the household level posed by cyclicality of social spending; and a final set associated with potential negative environmental and social impacts. The book finds that some commonly accepted negative effects of dependence on natural resources are largely myths, while some are realities. But all can be managed, and the book draws on the best available information in existing literature as well as original analysis to provide practical advice on how to do so. It also presents descriptive facts and analysis of the impacts in LAC of the recent commodity boom, helping the reader understand the implications for the region's development and policies. The book investigates the trends in earnings inequalities in developing countries to determine the main drivers. Particular attention is paid to extending the most conventional explanations of changes in earnings inequality, based on the relative abundance of skilled and unskilled labour, with recent theories that put the nature of tasks performed by workers in their jobs, rather than their skills, at the centre of the analysis. The latter approach has helped to explain relevant patterns recently observed in the trends in earnings inequality in the US and other industrialized countries. Developed countries have experienced a polarization in earnings and in employment, namely stronger growth in the earnings and jobs for the most and least skilled workers at the expense of those in the middle. This pattern has been attributed to differences in tasks-whether a given job is routine and can be automated or offshored-rather than skills, and has reduced employment and incomes in typical middle-class jobs in manufacturing and services. However, this narrative has been developed in the context of mature industrialized economies on the frontier of technological change that have also seen a large set of activities offshored to emergent economies. Evidence for developing countries, however, is still scarce and faces bigger challenges, both conceptual, and in terms of gathering the necessary data on earnings and task content of jobs. This book presents the main results of the UNU-WIDER project, The Changing Nature of Work and Inequality, aiming to fill this knowledge gap.
