This edited volume explores the link between natural resources and civil conflict, focusing especially on protest and violence in the context of mining and the extraction of minerals. The primary goal of the book is to analyze how the conflict-inducing effect of natural resources is mediated by inequality and grievances. Given the topicality of the current boom in mining, the main empirical focus is on non-fuel minerals. The work contains large-N studies of fuel and non-fuel resources and their effect on conflict. For most post-conflict countries, the transition to peace is daunting. In countries with high-value natural resources – including oil, gas, diamonds, other minerals, and timber –the stakes are unusually high and peacebuilding is especially challenging. Resource-rich post-conflict countries face both unique problems and opportunities. They enter peacebuilding with an advantage that distinguishes them from other war-torn societies: access to natural resources that can yield substantial revenues for alleviating poverty, compensating victims, creating jobs, and rebuilding the country and the economy. Evidence shows, however, that this opportunity is often wasted. Resource-rich countries do not have a better record in sustaining peace. In fact, resource-related conflicts are more likely to relapse. Focusing on the relationship between high-value natural resources and peacebuilding in post-conflict settings, this book identifies opportunities and strategies for converting resource revenues to a peaceful future. Its thirty chapters draw on the experiences of forty-one researchers and practitioners – as well as the broader literature – and cover a range of key issues, including resource extraction, revenue sharing and allocation, and institution building. The book provides a concise theoretical and practical framework that policy makers, researchers, practitioners, and students can use to understand and address the complex interplay between the management of high-value resources and peace. High-Value Natural Resources and Post-Conflict Peacebuilding is part of a global initiative led by the Environmental Law Institute (ELI), the United Nations Environment Programme (UNEP), the University of Tokyo, and McGill University to identify and analyze lessons in natural resource management and post-conflict peacebuilding. Providing both a theoretical background and practical examples of natural resource conflict, this volume explores the pressures on natural resources leading to scarcity and conflict. It is shown that the causes and driving forces behind natural resource conflicts are diverse, complex and often interlinked, including global economic growth, exploding consumption, poor governance, poverty, unequal access to resources and power. The different interpretations of nature-culture and the role of humans in the ecosystem are often at the centre of the conflict. Natural resource conflicts range from armed conflicts to conflicts of interest between stakeholders in the North as well as in the South. The varying driving forces behind such disputes at different levels and scales are critically analysed, and approaches to facilitate and enforce mediation, transformation and collaboration at these levels and scales are presented and discussed. As resource scarcity threatens and the economic gap between affluent and poorer nations continues to widen, conflict over natural resources is assuming critical dimensions. Mandel analyzes the causes and consequences of present tensions and offers case studies of five recent or ongoing resource conflicts illustrating major areas of confrontation and identifying the range of policy issues we need to confront. Synthesizing his findings, Mandel demonstrates the need for rethinking current policy and suggests alternative approaches that may help to reduce international conflict. The author first describes worldwide scarcity trends and trends in resource conflict and their relation to international conflict as a whole. He looks at the dynamics of resource competition, assessing the impact of scarcity, declining economic development, environmental awareness, resource interdependence, and other factors. The first case study, centering on the protection of an endangered species, examines the whaling confrontation that began in 1972. The oil crisis and the continuing conflict over fossil fuels is considered next. Other case studies focus on political coercion in the conflict over food; the scarcity of strategic minerals and competition to control them; and the conflict arising from nuclear pollution in the wake of the Chernobyl disaster. Would improving the economic, social, and political condition of the world's disadvantaged people slow--or accelerate--environmental degradation? In Inequality, Cooperation, and Environmental Sustainability, leading social scientists provide answers to this difficult question, using new research on the impact of inequality on environmental sustainability. The contributors' findings suggest that inequality may exacerbate environmental problems by making it more difficult for individuals, groups, and nations to cooperate in the design and enforcement of measures to protect natural assets ranging from local commons to the global climate. But a more equal division of a given amount of income could speed the process of environmental degradation--for example, if the poor value the preservation of the environment less than the rich do, or if the consumption patterns of the poor entail proportionally greater environmental degradation than that of the rich. The contributors also find that the effect of inequality on cooperation and environmental sustainability depends critically on the economic and political institutions governing how people interact, and the technical nature of the environmental asset in question. The contributors focus on the local commons because many of the world's poorest depend on them for their livelihoods, and recent research has made great strides in showing how private incentives, group governance, and government policies might combine to protect these resources.
