O presente estudo analisou as proposições das Políticas Públicas voltadas para a formação de professores na modalidade a distância e se esta formação modificou ou não a prática docente dos alunos e alunas oriundos do curso de Pedagogia para as séries iniciais do consórcio CEDERJ, através da Universidade do Estado do Rio de Janeiro. O estudo em foco, de cunho qualitativo, poderá contribuir para o aprofundamento das questões voltadas para a formação de professores a distância, com possibilidades de formação tecnológica, numa perspectiva reflexiva, que os levem a assumir uma postura crítica diante das questões geradas pela sociedade informacional. Para atender aos objetivos da pesquisa, foram entrevistados: doze professores que concluíram o Curso de Pedagogia, modalidade EAD na Universidade do Estado do Ri o de Janeiro – UERJ, através do Consórcio CEDERJ que reúne as seis Universidades Públicas do Estado do Rio de Janeiro. Assim, procuramos ouvir alguns alunos egressos deste curso, com vistas a entender como esta formação auxiliou, positiva ou negativamente, em sua prática pedagógica. O que mudou após passar por esta formação. Que motivos levaram estes profissionais a buscar um curso de graduação a distância, como foi o ingresso e o percurso até a conclusão do mesmo. Após a aplicação dos questionários, os dados coletados foram organizados para análise. Em seguida, partimos para a análise do Discurso do Sujeito Coletivo – DSC, "por ser uma estratégia metodológica com vistas a tornar mais clara uma dada representação social e o conjunto das representações que conforma um dado i maginário" (LEFÈVRE, 2000, p.19). Percebemos que através desta metodologia, tornou-se ser possível visualizar melhor a representação social, já que os sujeitos são reais, pensantes e, possuem seus sentimentos que puderam ser observados através das respostas dos questionários. Os resultados alcançados através deste estudo nos leva a pensar a educação a distância sob uma nova ótica, ou seja, como sendo parte de um amplo e contínuo processo de mudança, que inclui não só a democratização do acesso a níveis crescentes de escolaridade e atualização permanente como também a adoção de novos paradigmas educacionais, em cuja base estão os conceitos de totalidade, de aprendizagem como fenômeno pessoal e social, de formação de sujeitos autônomos, capazes de busca r, de criar, de aprender ao longo de toda a vida e de intervir no mundo em que vivem.

Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.
