1. Scope - This publication provides doctrine to assist commanders and staffs in planning, preparing for, conducting, and assessing operations in which their forces may encounter chemical, biological, radiological, and nuclear threats and hazards. These principles apply across the range of military operations. 2. Purpose- This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. 3. Application- a. Joint doctrine established in this publication applies to the Joint Staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, and the Services. b. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance.

International law and armed conflict exist in a symbiotic relationship. In some cases, law shapes conflict proactively by imposing normative limits in advance of the appearance of proscribed conduct. Much more commonly, armed conflict either reveals lacunae in the law or demonstrates how law designed for yesterday's wars falls short when applied to contemporary conflict. When that happens, international law reacts by allowing provisions to fall into desuetude, embracing new interpretations of existing prescriptions, or generating new norms through practice or codification. In the 21st Century, both international security and armed conflict are the subject of arguably unprecedented sea changes. As a result, claims that both the" jus ad bellum" and "jus in bello" are unwieldy and ill-fitting in the context of modern hostilities have surfaced prominently. Whether one agrees with such dire assessments, what has become clear is that armed conflict is increasingly exposing faultlines in the law governing the resort to force. This book is a study of cooperative security efforts between the United States and Russia since the collapse of the Soviet Union. It undertakes an analysis of the Cooperative Threat Reduction (CTR) Program and several other programs established by different U.S. Departments. The CTR process demonstrates both, the achievements and limitations of the evolving new framework of interaction between the U.S. and Russia. This investigation is the first attempt to use the CTR process as a case study for U.S.-Russian strategic relations in the post-Cold War international security system. By answering the questions of why this process is prone to some persistent problems of implementation and why it was possible in the first place, it yields significant conclusions regarding the nature of U.S.-Russian relations, and the achievements as well as limitations in the bilateral relationship since the end of the Cold War. "From Antagonism to Partnership" contributes to the existing literature on cooperative threat reduction as a study linking CTR to the wider context of the opportunities, challenges and constraints determining the nature of post-Cold War relations between the U.S. and Russia.
