Theater ballistic missile defenses were used operationally for the first time during Operation Desert Storm in response to Iraqi Scud missile attacks against Saudi Arabia and Israel. At that time, since no joint doctrine for Theater Missile Defense (TMD) employment existed, the Commander in Chief decided what would be protected and how best to employ limited TMD assets. It became apparent rather soon in the conflict that TMD was a joint mission. Not only were Army Patriot missiles employed on the ground, but Air Force fighters flew thousands of sorties in search and attack operations against mobile Scud launchers, Air Force Defense Support Program (DSP) satellites provided important warning and cueing information, and Navy Aegis-equipped ships also tracked the flight of enemy ballistic missiles. The purpose of this paper is to examine the role of theater ballistic missile defense in U.S. theater, or operational, strategy. At the time of this writing, there exists in draft form a "Doctrine for Joint Theater Missile Defense," which attempts to set forth doctrine governing joint TMD activities; consequently, much attention is paid to this draft document in this analysis. What this essay tries to do is go one step beyond doctrine to examine the considerations necessary for employing TMD during the various operational phases of conflict. While focusing primarily on the operational level, some background is presented on the role of TMD in U.S. National Military Strategy. As defined in Draft Joint Pub 3-01.5, JTMD is composed of four integrated operations. Also in the same document, the term "Theater Missile" is applied to ballistic missiles, air-to-surface missiles, and air-, land-, and sea-launched cruise missiles whose targets are within a given theater of operation. This paper deals exclusively with the ballistic missile threat. Moreover, the analysis focuses primarily on the active defense component of joint TMD operations.

The Joint Theater Air and Missile Defense (JTAMD) threat is evolving rapidly. Such threats include not only Theater Ballistic Missiles, but also cruise missiles and eventually stealth attack aircraft. The U.S. is developing new active defense systems to help meet the challenges of these threats. However, the joint doctrine, which is necessary to integrate these forces, is not keeping pace. Specifically, the doctrine must change in order to take advantage of the overlapping sensor and engagement envelopes that will become more common once these advanced defenses are fielded. This paper explores three proposals that will enable a JFC to better optimize and integrate a JTAMD network of sensors and weapons. First, the JFC should have the option of making the Area Air Defense Commander (AADC) a coequal with the Joint Force Air Component Commander. This option would improve interservice coordination and allocation of active defense units, especially during the deployment and lodgment phase of a campaign. Second, the Joint Information Control Officer (JICO) must be defined and empowered in order to overcome interservice interoperability problems and establish a theater wide JTAMD picture. Third, in order to deconflict multiple engagements and maintain overlapping sensor coverage as the battle unfolds, the AADC may have to conduct both centralized planning and centralized execution.

The theater ballistic missile (TBM) threat is serious and growing. To counter this threat, the United States intends to build an integrated joint theater missile defense (JTMD) with an active defense system capable of operating in a fully automated mode. Since doctrine, by definition, prescribes the method for employing combat forces, it is incumbent on the U.S. military to determine the best doctrine for employing this JTMD system. Current doctrine is inadequate in that it fails to provide the joint force commander (JFC) with the guidance necessary to organize the theater for JTMD. Future doctrine should, as a minimum, guide the JFC in making the organizational, informational and operational decisions necessary to deploy the JTMD system. In light of the continued rapid proliferation of TBMs, this doctrine must give the JFC the guidance necessary to make optimum use of JTMD assets. To ensure this optimum use, a JTMD system must include centralized command and control of active defense assets. Depending on the severity of the threat, the commander responsible for JTMD should be either the JFACC, AADC or a specifically designated JFMDC.

By incorporating theater missiles into Joint Pub 3.01, "Doctrine for Countering Air and Missile Threats," the Joint Staff risks subsuming the most potentially catastrophic strategic, operational, and tactical threat poised against U.S. forces and the nation's regional interests. Since the Gulf War, U.S. forces have made great progress in developing Joint Doctrine and weapon systems to counter theater missiles. Lessons learned from the Gulf War indicated that countering theater missiles under the deliberate, centrally controlled framework of theater air defense was not effective. This precipitated the publishing of Joint Pub 3.01-5, "Joint Doctrine for Theater Missile Defense." This Joint Pub legitimized theater missiles as a major threat to U.S. forces requiring unique and focused efforts to counter them. The Joint Staff is now in the process of incorporating both air and missiles under one doctrinal manual in an effort to preserve the JFACC's unity of command over his/her battlespace. In so doing, theater missiles will potentially be placed into the category and framework that was deemed inadequate for the counter missile battle 6 years ago. Currently, the Army has made the most progress in integrating the operational elements of Joint Theater Missile Defense into a holistic system of doctrine and hardware, facilitating a responsive and decentralized framework to counter the unique aspects of the theater missile battle. The best way to integrate the advances made by the Army in Joint Theater Missile Defense and facilitate the JFACC's unity of command is to establish the Army as the Joint Theater Missile Defense Coordinator. This coordinator would be the focal point of all Theater Missile Defense functions, integrating the unique capabilities of all services into a seamless theater wide architecture. In this way the JFACC could exercise unity of command without subsuming the most important threat and sub-optimizing the gains made by the Army in TMD operations.

In today's dynamic and complicated environment of Joint Theater Missile Defense (JTMD) current doctrine provides ambiguous guidance to Theater Commanders in Chief (CINC) or Joint Force Commanders (JFC) in the proper establishment of JTMD priorities for theater assets. Currently there is no doctrinal system established, to provide Theater Commanders the guidance essential to properly employ of those JTMD assets to counter an ever-growing missile threat. The proliferation of Weapons of Mass Destruction (WMD) and the ability to deliver those weapons through Theater Missiles (TM) has only served to heighten the importance of coordinating limited theater assets to counter current and future threats. The proper employment of limited assets, established on sound principles and doctrine, is essential for the success of JTMD in today's environment. This paper explores needed changes in the current active defense doctrine as pertaining to prioritization of critical theater assets for defense against TMs. The proposed changes would establish a standard protocol; based on a systematic approach, to assign limited JTMD systems to protect specifically identified critical theater assets. The proposed changes are based on the potential for serious restrictions on availability of future systems, due to budget constraints and technological setbacks. For those reasons, planners will have the requirement to judiciously employ those limited JTMD assets to counter a growing threat.

Theater missile defense, a deduced deficiency from Desert Storm, garnered much attention in the decade preceding Iraqi Freedom. This thesis investigated the command and control doctrine and infrastructure that surrounded the employment of a new suite of weapon systems designed to counter an emerging threat. It assessed the current doctrine, command and control infrastructure and TBM defense system technologies in relation to active defenses against the threat in order to answer the question: Who should control active defenses against ballistic and cruise missiles? This thesis explored two subproblems. The first subproblem was to identify, analyze and interpret the existing joint and service doctrine on command and control aspects of active defenses against ballistic and cruise missiles. The second subproblem was to identify, analyze and interpret historical aspects of the evolution of current joint command and control doctrine that might be illustrative to the main problem statement. This thesis recommends changes to joint doctrine and command and control infrastructure to improve the efficacy of active theater missile defenses.
