Este libro se revisó y amplió en diciembre de 2014. Esta investigación pretende analizar, señalar, aclarar o contestar interrogantes sobre la historia de la educación en Utuado, sobre todo, el contexto y las circunstancias en que se forjaron las primeras escuelas y surgieron los(as) primeros(as) maestros(as) de este pueblo. El periodo investigado abarca, desde 1805 cuando fue nombrado por el Cabildo y Ayuntamiento de Arecibo don Juan Antonio de Quiñones, como el primer maestro de primeras letras de Utuado, hasta la transición de la invasión estadounidense a Puerto Rico hasta el 1901. Las miradas van desde la macro a la microhistoria o de lo general a lo particular, en un intento de reconstruir cómo las diferentes reformas educativas, que tuvieron lugar en Puerto Rico bajo el dominio colonial español, impactaron el proceso educativo en Utuado. El análisis que se propone aquí no procura presentar un estudio abarcador, ni contestar todas las interrogantes en torno a la educación y los problemas que enfrentaron los(as) maestros(as) en dicho período de estudio. Este estudio, se enmarca en los problemas que impactaron el proceso educativo utuadeño dentro de aquellos factores que fueron determinantes en la historia de Puerto Rico en esos momentos. En algunos capítulos, la información puede parecer breve en comparación a otros, pero en realidad es que en algunos periodos de la historia de Utuado en que se pretendió reformar la educación, las fuentes disponibles y accesibles fueron muy limitadas y escasas. Un trabajo de investigación más completo, debe considerar estudiar con paciencia los Protocolos Notariales de Utuado, que se encuentra en el Archivo General de Puerto Rico, el periódico "El Magisterio de Puerto Rico" y la revista "Instrucción Pública", ambos publicados para fines de siglo XIX. Muchos ejemplares, del primero de éstos dos últimos, se encuentran en la Colección Puertorriqueña de la Biblioteca General José Manuel Lázaro García, de la Universidad de Puerto Rico, Recinto de Río Piedras (CPPR). Se debe consultar, el Archivo Histórico Nacional de Madrid y el Archivo General de Indias para analizar principalmente los fondos relacionados con Ultramar. Es muy poco, por no decir casi nada, lo que se puede conseguir hasta el momento, como documento digitalizado a través del Portal de Archivos Españoles (PARES). Es imperativo, examinar en la Colección Puertorriqueña de la Universidad de Puerto Rico los documentos contenidos en “La Colección Sellés” entre otras fuentes. Los que se interesen en investigar la historia de la educación en Utuado durante y después del siglo XX deben utilizar el Registro Demográfico de Utuado, el Archivo Inactivo del Departamento de Educación de Puerto Rico y el Archivo de los Tribunales de Justicia, la prensa de la época, entre otras fuentes.Investigaciones futuras, deben invitar a reflexionar sobre el currículo y los materiales que usaban los maestros (as) en su enseñanza. ¿Quiénes eran los autores(as) de los libros que usaban los maestros(as)? ¿Cuáles eran las metodologías y estrategias de enseñanza? Sobre los premios y castigos que utilizaban en el proceso educativo. Sobre todo, sobre las bases teóricas, que sustentaron cada intento de reforma educativa, que tuvo a lugar en el Puerto Rico bajo el dominio colonial español e inclusive los supuestos teóricos, que estaban detrás de las llamadas Leyes Escolares que implantaron los estadounidenses a raíz de su invasión a la isla en 1898.

An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader. Chapter IV, "Strategies and Institutions for Promoting Skills for Rural Development" (David Atchoarena, Ian Wallace, Kate Green, and Candido Alberto Gomes), shifts the analysis from education to work and discusses the implications of the transformation of rural labor markets for skill development. A particular concern is the rise in rural non-farm employment and the need to enlarge the policy focus from agricultural education and training to technical and vocational education for rural development. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries.
