In 1854, on the eve of the Crimea campaign, Antoine Henri Jomini wrote, "The Russian Army is a wall which, however far it may retreat, you will always find in front of you." The political unrest and economic disarray that followed the collapse of the Soviet Union and the disintegration of the Communist Empire have altered, but not crippled, the formidable strength of the Russian military. While the forces of democracy and reform survived the elections of December 1993, the very strong support generated by ultra-nationalist Vladimir Zhirinovsky reminds us that the future of Russia is far from determined. In late January 1994, the Strategic Studies Institute, with the cooperation of the U.S. Army Center of Military History, hosted a Washington roundtable which addressed the impact of the December 1993 elections. Scholars from the Army, academia, and the strategic community met for a day of frank and sometimes spirited discussion. Each scholar was asked to provide a formal paper presenting his or her perspective on this subject. These proceedings are offered because the Strategic Studies Institute believes that Jomini's observations are as valid today as they were 160 years ago.

Russia has embarked on a slow but steady path of foreign policy alignment with the West. President Vladimir Putin¡¯s market-oriented economic policies and structural reforms have added momentum. Some would say that Russia is doomed by its history and political culture to a lengthy period of semi-authoritarianism. In Russia¡¯s Road to Deeper Democracy, Tom Bjorkman presents evidence that this assessment is too pessimistic and underestimates the forces for political change that lie beneath the surface of what seems to be an era of political somnolence. Bjorkman argues that it is not the weight of history or the antidemocratic attitudes of the Russian population that restrain Russia from making progress toward stronger democratic institutions but specific leadership policies and elements of Russia¡¯s political elite who have a self-interest in maintaining the status quo. Putin and other senior leaders¡¯ support for proposals for democratic change now under discussion in Russia can create the kind of competitive political marketplace that the country needs to avoid political stagnation and begin to build the strong and prosperous state that all Russians want. The Story of How Russia Becomes a Democracy after Losing to Ukraine. To understand the significance of this book, Does Putin Have to Die?, you must first understand the significance of the author: Ilya Ponomarev was a member of the Russian Parliament, or State Duma, from 2007–2016. In 2014, he was the only member of the Russian Parliament to vote against the annexation of Crimea. However, this was not the first time he survived after opposing Putin. His vote against the annexation of Crimea did, however, lead to him being forced into exile from his own country while he was a sitting member of Parliament. At the time of the annexation of Crimea, Ponomarev predicted it would lead to a full-scale invasion of Ukraine by Russia. He also vowed at the time that if Russia did invade Ukraine, he would fight on the side of Ukraine. And that’s what he is doing today. Opposing Putin is a risky proposition; for instance, a fellow Russian Parliament member turned dissident, Denis Voronenkov, was on his way to see Ponomarev when he was shot and killed in March 2017 by Russian intelligence. Ponomarev has lived in Kyiv since 2016. As a result of Voronenkov’s murder, he now receives personal protection by the Ukrainian Security Service. And as he said in a recent television interview, “I keep a machine gun by the door.” But if you ask Ponomarev why he joined Ukraine’s armed territorial defense forces, he will reply: "I’m not fighting against Russia, I'm fighting against Putin and Putinism and Russian fascism.” In this book, Ponomarev offers his plan for how the Russian people can purge their country of Putin, Putinism, and dictatorship, and turn it into a democracy.
