The past 15 years have seen marked progress in observing, understanding, and predicting weather. At the same time, the United States has failed to match or surpass progress in operational numerical weather prediction achieved by other nations and failed to realize its prediction potential; as a result, the nation is not mitigating weather impacts to the extent possible. This book represents a sense of the weather community as guided by the discussions of a Board on Atmospheric Sciences and Climate community workshop held in summer 2009. The book puts forth the committee's judgment on the most pressing high level, weather-focused research challenges and research to operations needs, and makes corresponding recommendations. The book addresses issues including observations, global non-hydrostatic coupled modeling, data assimilation, probabilistic forecasting, and quantitative precipitation and hydrologic forecasting. The book also identifies three important, emerging issues-predictions of very high impact weather, urban meteorology, and renewable energy development-not recognized or emphasized in previous studies. Cutting across all of these challenges is a set of socioeconomic issues, whose importance and emphasis-while increasing-has been undervalued and underemphasized in the past and warrants greater recognition and priority today.

Weather-related natural disasters and climate change pose interrelated macro-fiscal challenges. Using panel-VARX studies for a sample of 19 countries in Developing Asia during 1970 to 2015, this paper contributes new empirical evidence on the dynamic adjustment path of growth and key fiscal variables after severe weather-related disasters. It does not only show that output loss can be permanent, but even twice as large for cases of severe casualties or material damages than people affected. Meanwhile, key fiscal aggregates remain surprisingly stable. Event and case studies suggest that this can reflect both a deliberate policy choice or binding constraints. The latter can make governments respond through mitigating fiscal policy efforts such as ad hoc fiscal rebalancing and reprioritization. The findings help better customize disaster preparedness and mitigation efforts to countries’ risk exposure along a particular loss dimension.

Teacher learning doesn’t end with initial preparation; many insights and skills remain to be added. This book is concerned with ongoing teacher learning, its goals (Part I) and pathways (Part II). It is based on a longitudinal study of 42 teachers: 20 over their first 8 years of teaching and 22 over their first 5 years. The areas of continued teacher learning identified in our study were: vision of teaching, program planning, assessment, relevance, subject content and pedagogy, classroom organization and community, inclusion, and professional identity. The pathways of learning included informal and formal PD, teacher inquiry, and school-based learning. A key finding of our research was that, over the years, teachers learn a great deal informally. However, they do so largely on their own and under considerable stress. Teachers need more support than they currently receive, both for survival and to enhance their informal learning. Teachers can benefit significantly from external input, but their everyday learning makes them key “experts” in teaching. Accordingly, PD providers should work with teachers, utilizing their existing knowledge. This book is written for consideration by teachers, student teachers, teacher educators, PD providers, policy developers, and others interested in facilitating teacher learning. Some of us have been writing – somewhat desperately – on these ideas for years. Beck and Kosnik have given us strong evidence that the ideas are effective in practice.
