In 1986, the Communist Party of Vietnam (CPV) adopted the Doi Moi (Renovation) policy at its sixth national congress, opening up a new chapter in the country’s modern history. Under Doi Moi, Vietnam has undergone significant socio-economic, political and foreign policy reforms that have transformed the country in many meaningful ways. This edited volume aims to provide an in-depth analysis of the multiple aspects and transformations of Vietnam’s foreign policy over the past thirty years. The book is divided into three sections. The first covers the broader framework of Vietnam’s foreign policymaking and the historical evolution of Vietnam’s diplomacy under Doi Moi. This book examines how the interaction between political and economic factors under Doi Moi has shaped Vietnam’s China policy and bilateral relations since the late 1980s. After providing a historical background, the book examines the conflicting effects that Doi Moi has generated on bilateral relations. It demonstrates that Vietnam’s economic considerations following the adoption of Doi Moi contributed decidedly to the Sino-Vietnamese normalization in 1991 as well as the continuous improvements in bilateral ties ever since. At the same time, Vietnam’s economic activities in the South China Sea and China’s responses have intensified bilateral rivalry and put their ties under considerable strains. The book goes on to argue that Doi Moi has indeed brought Vietnam newfound opportunities to develop a multi-level omni-directional hedging strategy against China. This book presents a comprehensive overview of managers and management in Vietnam, based on extensive original research, including interviews with a large number of managers in Vietnam. It shows how management in Vietnam is best understood from the perspective of Vietnamese managers themselves, rather than in terms of Western or Asian models of management. It discusses the range of enterprises in the Vietnamese economy, which, until 1986, was dominated by large state-owned enterprises and Soviet-style central economic planning, and where there is now a much greater variety, with a mix of privatised state-owned enterprises, foreign-owned companies, joint ventures and a very large number of relatively small private companies, all operating in a social market economy where Party ideology emphasises a balance between economic growth and workers' rights. Abstract: By international standards, and given its relatively low per capita income, Vietnam has achieved substantial reductions in, and low levels of, infant and under-five mortality. Wagstaff and Nguyen review existing evidence and provide new evidence on whether, under the economic liberalization program known as Doi Moi, this reduction in child mortality has been sustained. They conclude that it has, but that the gains have been concentrated among the better-off. As a result, socioeconomic inequalities in child survival are evident in Vietnam"a change from the early 1990s when none were apparent. The authors develop survival models to find the causes of this differential decline in child mortality, and conclude that a number of factors have been at work, including reductions among the poor (but not among the better-off) in coverage of health services and in women's educational attainment. They argue that if the experience of the late 1990s is a guide to the future, the lack of progress among the poor will jeopardize Vietnam's chances of achieving the international development goals for child mortality. The authors examine various policy scenarios, including expanding coverage of health services, water and sanitation, and find that such measures, while useful, will have only a limited effect on the mortality of poor children. They find that programs aimed at narrowing the gap between the poor and better-off may have large beneficial effects on the various determinants of child survival.
