This book examines the practices of contesting evidence in democratically constituted knowledge societies. It provides a multifaceted view of the processes and conditions of evidence criticism and how they determine the dynamics of de- and re-stabilization of evidence. Evidence is an essential resource for establishing claims of validity, resolving conflicts, and legitimizing decisions. In recent times, however, evidence is being contested with increasing frequency. Such contestations vary in form and severity – from questioning the interpretation of data or the methodological soundness of studies to accusations of evidence fabrication. The contributors to this volume explore which actors, for what reasons and to what effect, question evidence in fields such as the biological, environmental and health sciences. In addition to actors inside academia, they examine the roles of various other players, including citizen scientists, counter-experts, journalists, patients, consumers and activists. The Theory of Contestation advances critical norms research in international relations. It scrutinises the uses of ‘contestation’ in international relations theories with regard to its descriptive and normative potential. To that end, critical investigations into international relations are conducted based on three thinking tools from public philosophy and the social sciences: The normativity premise, the diversity premise and cultural cosmopolitanism. The resulting theory of contestation entails four main features, namely types of norms, modes of contestation, segments of norms and the cycle of contestation. The theory distinguishes between the principle of contestedness and the practice of contestation and argues that, if contestedness is accepted as a meta-organising principle of global governance, regular access to contestation for all involved stakeholders will enhance legitimate governance in the global realm.

Development, it is generally assumed, is good and necessary, and in its name the West has intervened, implementing all manner of projects in the impoverished regions of the world. When these projects fail, as they do with astonishing regularity, they nonetheless produce a host of regular and unacknowledged effects, including the expansion of bureaucratic state power and the translation of the political realities of poverty and powerlessness into "technical" problems awaiting solution by "development" agencies and experts. It is the political intelligibility of these effects, along with the process that produces them, that this book seeks to illuminate through a detailed case study of the workings of the "development" industry in one country, Lesotho, and in one "development" project. Using an anthropological approach grounded in the work of Foucault, James Ferguson analyzes the institutional framework within which such projects are crafted and the nature of "development discourse," revealing how it is that, despite all the "expertise" that goes into formulating development projects, they nonetheless often demonstrate a startling ignorance of the historical and political realities of the locale they are intended to help. In a close examination of the attempted implementation of the Thaba-Tseka project in Lesotho, Ferguson shows how such a misguided approach plays out, how, in fact, the "development" apparatus in Lesotho acts as an "anti-politics machine," everywhere whisking political realities out of sight and all the while performing, almost unnoticed, its own pre-eminently political operation of strengthening the state presence in the local region.James Ferguson is an associate professor of anthropology at the University of California at Irvine.

In Reforming Asian Labor Systems, Frederic C. Deyo examines the implications of post-1980s market-oriented economic reform for labor systems in China, South Korea, the Philippines, and Thailand. Adopting a critical institutionalist perspective, he explores the impact of elite economic interests and strategies, labor politics, institutional path dependencies, and changing economic circumstances on regimes of labor and social regulation in these four countries. Of particular importance are reform-driven socioeconomic and political tensions that, especially following the regional financial crisis of the late 1990s, have encouraged increased efforts to integrate social and developmental agendas with those of market reform. Through his analysis of the social economy of East and Southeast Asia, Deyo suggests that several Asian countries may now be positioned to repeat what they achieved in earlier decades: a prominent role in defining new international models of development and market reform that adapt to the pressures and constraints of the evolving world economy.

Through theoretical discussions and case studies, this volume explores how processes of contestation about knowledge, norms, and governance processes shape efforts to promote sustainability through international environmental governance. The epistemic communities literature of the 1990s highlighted the importance of expert consensus on scientific knowledge for problem definition and solution specification in international environmental agreements. This book addresses a gap in this literature – insufficient attention to the multiple forms of contestation that also inform international environmental governance. These forms include within-discipline contestation that helps forge expert consensus, inter-disciplinary contestation regarding the types of expert knowledge needed for effective response to environmental problems, normative and practical arguments about the proper roles of experts and laypersons, and contestation over how to combine globally developed norms and scientific knowledge with locally prevalent norms and traditional knowledge in ways ensuring effective implementation of environmental policies. This collection advances understanding of the conditions under which contestation facilitates or hinders the development of effective global environmental governance. The contributors examine how attempts to incorporate more than one stream of expert knowledge and to include lay knowledge alongside it have played out in efforts to create and maintain multilateral agreements relating to environmental concerns.
