In looking at the remarkable proliferation of democracies since 1974, this volume offers important insight into the challenges and opportunities that democracy faces in the twenty-first century. Does democracy decrease state repression in line with the expectations of governments, international organizations, NGOs, social movements, academics and ordinary citizens around the world? Most believe that a 'domestic democratic peace' exists, rivalling that found in the realm of interstate conflict. Investigating 137 countries from 1976 to 1996, this book seeks to shed light on this question. Specifically, three results emerge. First, while different aspects of democracy decrease repressive behaviour, not all do so to the same degree. Human rights violations are especially responsive to electoral participation and competition. Second, while different types of repression are reduced, not all are limited at comparable levels. Personal integrity violations are decreased more than civil liberties restrictions. Third, the domestic democratic peace is not bulletproof; the negative influence of democracy on repression can be overwhelmed by political conflict. This research alters our conception of repression, its analysis and its resolution.

Over the past century, democracy spread around the world in turbulent bursts of change, sweeping across national borders in dramatic cascades of revolution and reform. Aftershocks offers a new global-oriented explanation for this wavelike spread and retreat—not only of democracy but also of its twentieth-century rivals, fascism and communism. Seva Gunitsky argues that waves of regime change are driven by the aftermath of cataclysmic disruptions to the international system. These hegemonic shocks, marked by the sudden rise and fall of great powers, have been essential and often-neglected drivers of domestic transformations. Though rare and fleeting, they not only repeatedly alter the global hierarchy of powerful states but also create unique and powerful opportunities for sweeping national reforms—by triggering military impositions, swiftly changing the incentives of domestic actors, or transforming the basis of political legitimacy itself. As a result, the evolution of modern regimes cannot be fully understood without examining the consequences of clashes between great powers, which repeatedly—and often unsuccessfully—sought to cajole, inspire, and intimidate other states into joining their camps.

Globalisation and Domestic Politics addresses how a widely acknowledged and pervasive economic and social process and globalization affect democratic politics among both masses and elites. It inquires into the extent to which, and how, globalization affects the political attitudes and behaviour of ordinary citizens and the policies of political parties. Chapters discuss to what extent globalization affects the salience of left-right politics, the content of party programmes and promises, leadership evaluations, economic voting, electoral accountability, the influence of religion in politics, electoral turnout, political efficacy, satisfaction with democracy, and the quality of democracy. It primarily draws on data from the Comparative Study of Electoral Systems (CSES), made up of three modules of election surveys from 44 countries and 107 elections. The Comparative Study of Electoral Systems (CSES) is a collaborative program of research among election study teams from around the world. Participating countries include a common module of survey questions in their post-election studies. The resulting data are deposited along with voting, demographic, district, and macro variables. The studies are then merged into a single, free, public dataset for use in comparative study and cross-level analysis. The set of volumes in this series is based on these CSES modules, and the volumes address the key theoretical issues and empirical debates in the study of elections and representative democracy. Some of the volumes will be organized around the theoretical issues raised by a particular module, while others will be thematic in their focus. Taken together, these volumes will provide a rigorous and ongoing contribution to understanding the expansion and consolidation of democracy in the twenty-first century. This book is a study of regime change in the context of international administration, where the United Nations and other multilateral organisations hold temporary executive authority at the domestic level. Work on the politics of state-building has highlighted how these administration operations can influence nearly every aspect of politics in the country or territory in which they are deployed. This book concentrates in particular on the 'regime-building' practices of these missions, and examines the aims and influences of international administrations in the area of democratic development, as well as their ultimate impact on the process of regime change. Through a comparative analysis of events in Bosnia, Kosovo and East Timor, the book demonstrates how external actors assume positions of power conventionally held by domestic elites, and in so doing gain the ability to affect democratic development in ways unavailable to international actors in more conventional settings. In particular, the case studies highlight the ways in which the democracy promotion objectives of international administrators can have both positive and negative effects on democratization processes, with the presence of international authorities helping to rule out non-democratic options in some areas, while at times undermining democratic development in others. What happens to a country when its skilled workers emigrate? The first book to examine the complex economic, social, and political effects of emigration on India, Diaspora, Development, and Democracy provides a conceptual framework for understanding the repercussions of international migration on migrants' home countries. Devesh Kapur finds that migration has influenced India far beyond a simplistic "brain drain"--migration's impact greatly depends on who leaves and why. The book offers new methods and empirical evidence for measuring these traits and shows how data about these characteristics link to specific outcomes. For instance, the positive selection of Indian migrants through education has strengthened India's democracy by creating a political space for previously excluded social groups. Because older Indian elites have an exit option, they are less likely to resist the loss of political power at home. Education and training abroad has played an important role in facilitating the flow of expertise to India, integrating the country into the world economy, positively shaping how India is perceived, and changing traditional conceptions of citizenship. The book highlights a paradox--while international migration is a cause and consequence of globalization, its effects on countries of origin depend largely on factors internal to those countries.
