The movement of people in Southeast Asia is an issue of increasing importance. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 percent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 percent higher if barriers to mobility were reduced for skilled workers, and an additional 29 percent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.

These interviews also indicated that a family's socio-economic status determined the migration patterns of its members. The analysis of Italian census data revealed that over the last two to three decades Italy had experienced a number of economic and socio-demographic changes which, in combination, resulted in a rising demand in the 1980s for foreign female labor as household domestic workers. Two conceptual frameworks were elaborated to explain internal and international migration of female labor and international flows of migrant labor in general. ASEAN (The Association of Southeast Asian Nations) has made slow progress in defining a regional policy for the protection of migrant workers. This book examines the normative structures within the institutions at play at both state and regional level of ASEAN, which influence the making of a migrant workers' protection policy.The author puts forward a novel alternative policy analysis tool – the Two Level State and Regional Analysis – that enables satisfactory explanation for policy-making cases, whereby normative institutional structures are involved and social policies are considered. The author argues that the formulation of a working coherent migrant workers protection policy has not been achieved because of the presence of normative institutional structures with ideas unsupportive to the protection of migrant workers, which results in a slow institutionalisation process. Although the migrant workers in question are their citizens, and migrant sending countries are supposed to have more supportive normative structures for workers protection, the author finds that when examined closesly, institutions in both migrant sending and receiving countries tend to have normative structures that are against workers protection. These arguments drive the analytical questions of the book to inquire about the forms of the normative structures involved and their influence in the relevant institutions. A unique contribution to the study of ASEAN and migration in Southeast Asia, this book will be of interest to academics in the field of Social Policy, Migration Studies and Asian Studies, in particular Southeast Asian Studies.
