Why have Blacks won political empowerment in some cities and in others remained subordinated or had their achievements rolled back? Why do some cities have many Black leaders with multi-racial appeal while other cities have none? Subordination or Empowerment answers these questions through detailed historical examinations of the Black struggle for political power in Chicago, Gary, Philadelphia, and Atlanta. Keiser argues that electoral competition among White factions has created opportunities for Black leaders to win genuine political empowerment and avoid subordination. When electoral competition among Whites does not exist, Black votes lose their electoral leverage, leading to the rise of extra-electoral strategies. Keiser's dynamic theory of leadership formation explains the current appeal of Black separatism and messianism at the local and national levels and the consequent rise of leaders such as Louis Farakhan, and offers a rejoinder to Cornel West's critique of Black leadership in Race Matters.

Big city mayors rank among the most powerful and colorful politicians in America. Yet few books focus on the leadership challenges the occupants of the office face. Mayors and the Challenge of Urban Leadership examines twelve case studies of mayoral leadership in seven cities, from the New Deal era to the beginning of the 21st century. The prospects for mayoral success or failure are driven by how mayors manage the fit between political commitments and the broader patterns of political competition. City Hall powerhouses like Richard J. Daley of Chicago (1954-76), David Lawrence of Pittsburgh (1946-58), Tom Bradley of Lost Angeles (1973-83), and Robert F. Wagner of New York (1954-65) came to power in times of political crisis. They realigned politics in their cities to reinvigorate municipal government and bolster their power. In contrast, mayors with less redoubtable reputations like Mayors Sam Yorty of Los Angeles (1961-73), Dennis Kucinich of Cleveland (1977-79), Jane Byrne of Chicago (1979-83), and Frank Rizzo of Philadelphia (1972-1980) were outsiders who lost their battles to challenge powerful political coalitions in their cities. The new breed mayors of the 1990s--among them Rudy Giuliani of New York, Dennis Archer of Detroit, and Ed Rendell of Philadelphia--used modern campaign and governing techniques and scored surprising policy and political victories as a result. How inequality was forged, fought over, and forgotten through public policy in metropolitan Chicago. As in many American metropolitan areas, inequality in Chicagoland is visible in its neighborhoods. These inequalities are not inevitable, however. They have been constructed and deepened by public policies around housing, schooling, taxation, and local governance, including hidden state government policies. In Structuring Inequality, historian Tracy L. Steffes shows how metropolitan inequality in Chicagoland was structured, contested, and naturalized over time even as reformers tried to change it through school desegregation, affordable housing, and property tax reform. While these efforts had modest successes in the city and the suburbs, reformers faced significant resistance and counter-mobilization from affluent suburbanites, real estate developers, and other defenders of the status quo who defended inequality and reshaped the policy conversation about it. Grounded in comprehensive archival research and policy analysis, Structuring Inequality examines the history of Chicagoland’s established systems of inequality and provides perspective on the inequality we live with today.
