Focusing on the Great Plains states of Kansas, Nebraska, North Dakota, and South Dakota between 1929 and 1945, Down and Out on the Family Farm examines small familyøfarmers and the Rural Rehabilitation Program designed to help them. Historian Michael Johnston Grant reveals the tension between economic forces that favored large-scale agriculture and political pressure that championed family farms, and the results of that clash. ø The Great Depression and the drought of the 1930s lay bare the long-term economic instability of the rural Plains. The New Deal introduced the Rural Rehabilitation Program to assist lower- to middle-income farmers throughout the country. This program combined low-interest loans with managerial advice. However, these efforts were not enough to compete with the growing scale of agriculture or to counter the recurring drought of the era. Regional conservatism, environmental factors, and fiscal constraints limited the federal aid offered to thousands of families. ø Grant provides extensive primary source research from government documents, as well as letters, newspaper editorials, and case studies that focus on individual lives and fortunes. He examines who these families were and what their farms looked like, and he sheds light on the health problems and other personal concerns that interfered with the economic viability of many farms. The result is a provocative study that gives a human face to the hardships and triumphs of modern agriculture.

Covering the entire period from the colonial era to the late twentieth century, this book is the first scholarly history of the homeless in America. Drawing on sources that include records of charitable organizations, sociological studies, and numerous memoirs of formerly homeless persons, Kusmer demonstrates that the homeless have been a significant presence on the American scene for over two hundred years. He probes the history of homelessness from a variety of angles, showing why people become homeless; how charities and public authorities dealt with this social problem; and the diverse ways in which different class, ethnic, and racial groups perceived and responded to homelessness. Kusmer demonstrates that, despite the common perception of the homeless as a deviant group, they have always had much in common with the average American. A sweeping work of original scholarship, Down and Out in Late Meiji Japan examines the daily lives of Japan’s hinmin (poor people), particularly urban slum-dwellers, in the late 1800s and early 1900s. James Huffman draws on newspaper articles, official surveys, and reminiscences to recreate for readers life as experienced by the poor themselves—something not attempted before in scholarship on this era. He begins by explaining the causes behind the fast-increasing numbers of poor neighborhoods in major cities after the late 1880s and goes on to describe in fascinating detail what those neighborhoods looked like and what their inhabitants did for a living: collecting night soil, weaving textiles, making match boxes and other piecework, pulling rickshaws, building the structures that made Japan “modern,” and supplying much of the era’s entertainment, including sex. He also explores what hinmin did outside of work: what they ate, where they did their wash, how they stretched their meager budgets by using pawn brokers, and how they dealt with illness and other disasters and grappled with the painful necessity of sending children to work rather than to school. Huffman argues that despite the tremendous challenge of day-to-day living, hinmin confronted life as energetic agents, embracing it as avidly as members of the more affluent classes. Reading sources carefully, and often against the grain, he reveals that many of the poor found meaning in their work, took an active and even influential part in their cities’ politics, and nursed ambitions for a better life. And nearly all took part in the pleasures and festivities that urban neighborhoods offered. Later chapters examine poverty outside the cities and the large-scale emigration of indigent farmers to Hawai‘i’s sugar plantations, beginning in 1885. In his conclusion, Huffman looks at late-Meiji hardship in light of twenty-first-century poverty and the global income disparity that has captured the public’s attention in recent years.

It has often been said that early America was the &"best poor man&’s country in the world.&" After all, wasn&’t there an abundance of land and a scarcity of laborers? The law of supply and demand would seem to dictate that most early American working people enjoyed high wages and a decent material standard of living. Down and Out in Early America presents the evidence for poverty versus plenty and concludes that financial insecurity was a widespread problem that plagued many early Americans.
