This paper from ILC-UK laments the refusal of many people aged over 65 to recognise they are ageing, aggravated by a misinterpretation of 'ageing in place' in the UK. The latter has seen retirement housing regarded by policymakers and many potential customers as a place for those with significant health and care needs -- and thereby exacerbated the sector's poor image. We have also been distracted by arguments around under-occupancy marred by ageist overtones. The paper says: Asking older people alone to downsize is ageist: we should be discouraging under-occupation through life. Older people are often in denial about the realities of ageing -- and therefore what downsizing and specialist housing could offer them. Older people will move if they are offered housing options that will improve their quality of life and potentially improve their health and social care outcomes in later years. Local authorities have seen retirement housing as largely for those with existing care needs, exacerbating the sector's image problem. We need to build more homes if we want to encourage downsizing -- we could make things worse for first-time buyers if they and older people chase similar smaller homes.

This book analyses leisure choice as a complex concept, made more complicated in later life than at any other time. The author posits that there are many unanswered questions about the new booming generation of healthy, older people, and this book asks what it is really like to be old at the beginning of the 21st century in the United Kingdom, analysing leisure in older people in the context of the subtle politics of the day to day. Throughout the chapters, the author highlights the often missing depictions of older people who enjoy and enact bold, informed agency as part of their everyday lives. Drawing upon secondary data from the Mass Observation Archive, a social thesis of leisure and ageing emerges that challenges the individualism inherent in ‘active ageing.’ It is proposed that the idea of ‘active ageing’ creates complex constraints to leisure as people strive to measure up to cultural expectations. The stories in this book advocate for an appreciation and re-evaluation of passive leisure in later life, and the enjoyment and freedom it can bring. The project is therefore useful to students and researchers of leisure studies, gerontology and sociology of ageing.

As life unfolds, things tend to accumulate. When older adults undergo health, residential, and marital changes, they will face a reckoning with their lifelong store of possessions—special, ordinary, and forgotten. Such a predicament now confronts tens of millions of Americans as the Baby Boom cohort passes into retirement and beyond. Despite what a thriving industry of clutter manuals tells us, for most older adults, downsizing is no simple task. Drawing on in-depth interviews with recent movers in over a hundred diverse U.S. households, David Ekerdt analyzes the downsizing process and what it says about the meaning and management of possessions. He details how households approach and accomplish downsizing, exploring the decision-making process and the effectiveness of different strategies. From an expert gerontological perspective, he considers the cognitive, physical, emotional, and social tasks that the process entails and the role of factors such as gender and class on the divestment of things. Ekerdt finds that despite the fatigue and emotional challenges people encounter, afterward they report satisfaction in having completed a downsizing and feel empowerment on the other side of the task. Offering an empathetic and practical look at one of life’s major transitions, Downsizing brings forward the voices of elders so that older adults, their families and friends, and practitioners working with older clients can understand and benefit from their experience.

In this paper, we modeled several types of housing transitions of the elderly in two countries -- Britain and the United States. One important form of these transitions involves downsizing of housing consumption, the importance of which among older households is still debated. This downsizing takes multiple forms, including reductions in the number of rooms per dwelling and the value of the home. There is also evidence that this downsizing is greater when house price volatility is greater and that American households try to escape housing price volatility by moving to places that are experience significantly less housing price volatility. Our comparative evidence in suggests that there is less evidence of downsizing in Britain. Our results indicate that housing consumption appears to decline with age in the US, even after controlling for the other demographic and work transitions associated with age that would normally produce such a decline. No such fall in housing consumption is found in Britain, largely because British households are much more likely to stay in their original residence.

The Committee's report finds that the Government's plans for a major house-building programme are based on the widespread belief that increasing the volume of housing stock is the most important way to tackle the crisis of unaffordable housing in the UK; however, as housing policy is increasingly based on household growth projections, it is important that these projections are kept under review as firmer information becomes available. Promoting homeownership is an underlying objective of the Government's programme, but although it offers unparalleled opportunities for some households to accumulate wealth, it is not a viable option for many others, and therefore the provision of social housing for rent should be given equal priority. A simple supply and demand model cannot be applied to the housing market, and the multitude of factors affecting house prices means that it is very difficult to support an increase in housing supply simply on the basis of improving affordability. The report also highlights concerns that local authority powers to prioritise developments on brown field sites in urban areas should not be eroded; and that the house-building programme in the wider South East will have to be carefully managed as it is an area with major water shortages and significant flood plains.

The Scottish Affairs Committee calls for the repeal of the Bedroom Tax. While this is being considered, the Committee calls on the Government to suspend application of the Bedroom Tax for all those tenants to whom a reasonable alternative offer cannot be made. There are not enough smaller houses available for tenants to transfer into. The lack of any alternative offers means that tenants have no choice but to go into arrears if they simply cannot afford the extra costs. Other amendments proposed for the operation of the tax include: exemptions for those disabled people who require a room to store or use equipment or aids; non application where it would be financially perverse to do so - eg where removing fixed aids and adaptations, and then reinstalling them in a smaller home, would be more expensive than the savings over two years; all children of secondary school age should be allowed a bedroom of their own to allow quiet study; all disabled children, of whatever age, should have a bedroom of their own. The Committee also calls for changes to the system of Discretionary Housing Payments, which have been designed by the Government to mitigate the worst impacts of the Bedroom Tax. There should be a standard nationwide entitlement system, across the UK as a whole, rather than the present postcode lottery. The UK and Scottish Governments should make longer term commitments to the provision of DHP payments in order to allow local authorities to plan and structure their budgets.
