A great deal of nuclear power plant operating experience has been documented in the form of national data bases. Individual plant maintenance records, design and manufacturing data, equipment qualification documents, and other published reports provide an enormous amount of information that can characterize a component. This can be of great importance in examining and understanding the effects of aging on plant performance and safety. To obtain meaningful results, however, the strengths and weaknesses of these data sources must be recognized and accounted for. This paper discusses the various data bases currently available. The type of information provided in each is explained, as well as the advantages and limitations of each data source. Their application to aging analyses are discussed. The need for a review process of a data source to utilize information for aging analyses is also included. Validation of the data using plant specific data is also discussed. Aging characteristics of components, systems or structures in nuclear power plants are discussed. Examples are presented to demonstrate the feasibility of obtaining this information from the various data sources available. Results from the aging studies performed at Brookhaven National Laboratory under the Nuclear Plant Aging Research (NPAR) are used for illustrations. 8 refs., 7 figs., 1 tab.

In response to interest shown by the Nuclear Energy Agency (NEA), Principal Working Group I (PWG- 1) of the Committee on the Safety of Nuclear Installations (CSNI) conducted a generic study on the effects of aging of active components in nuclear power plants. (This focus on active components is consistent with PWG-l's mandate; passive components are primarily within the mandate of PWG-3.) Representatives from France, Sweden, Finland, Japan, the United States, and the United Kingdom participated in the study by submitting reports documenting aging studies performed in their countries. This report consists of summaries of those reports, along with a comparison of the various statistical analysis methods used in the studies. The studies indicate that with some exceptions, active components generally do not present a significant aging problem in nuclear power plants. Design criteria and effective preventative maintenance programs, including timely replacement of components, are effective in mitigating potential aging problems. However, aging studies (such as qualitative and statistical analyses of failure modes and maintenance data) are an important part of efforts to identify and solve potential aging problems. Solving these problems typically includes such strategies as replacing suspect components with improved components, and implementing improved maintenance programs.

To help assess the effects of aging on safety and reliability, an aging and life extension analysis of component cooling water (CCW) systems in pressurized water reactors (PWRs) has been performed as part of the Nuclear Plant Aging Research (NPAR) program. The NPAR program is sponsored by the NRC Office of Research to provide a technical basis for understanding and managing the effects of aging degradation in nuclear plant applications. The objectives of the two phase CCW system analysis are to characterize the effects of aging, and identify effective methods of detecting and mitigating aging degradation. The effects of aging in CCW systems were characterized by collecting and analyzing failure data from various national databases. The dominant failure causes and mechanisms were identified along with the components most frequently failed. Time-dependent component failure rates were calculated and used to evaluate the effect of aging on system unavailability in later years. Inspection, surveillance, monitoring, and maintenance practices currently in use were compiled from plant and industry sources. These practices were correlated with various aging mechanisms and generic listings were developed for two of the most commonly failed CCW components. 2 refs., 6 figs., 4 tabs.
