In the alarming contemporary context of widespread corruption and fraudulence in the overseas labour recruitment system in India, this book attempts to understand the institution of emigration governance and recruitment practices in the country with a focus on the unskilled and semi-skilled sectors. It brings together the results of research in the major emigration hubs of India with the aid of quantitative and qualitative tools, drawing from all the major stakeholders —intending emigrants, recruiting agents, return emigrants, emigrant households, Protector of Emigrants, foreign employers, foreign recruiting agents, Indian missions and emigrant workers at the destination countries. The book unravels the underlying discriminatory rationality of the existing system of emigration governance, its logical and structural incoherencies and the consequent inefficacy in protecting the most vulnerable sections of workers leaving India for overseas employment, resulting in unaffordable levels of transaction and social costs. Selecting migrants based on skill has become a widely practised migration policy in many countries around the world. Since the late 20th century, research on 'skilled' and 'highly skilled' migration has raised important questions about the value and ethics of skill-based labour mobility. More recent research has begun to question the concept of skill and skill categorisation in both government policy and academic research. Taking the view that 'skills' are socially constructed categories and highly malleable concepts in practice, this edited volume centres the discussion on the following questions: Who are the arbitrators of skill? What constitutes skill? And how is skill constructed in the migration process and in turn, how does skill affect the mobility? The empirical studies in this volume show that diverse actors are involved in the process of identifying, evaluating and shaping migrant skill. The interpretation of migrants' skill is frequently distorted by their ascriptive characteristics such as race, ethnicity, gender and nationality, reflecting the influence of colonial legacy, global inequality as well as social stratification. Finally, this edited volume emphasises the complex, and frequently reciprocal, relationship between skill and mobility. This book will be of interest to researchers and advanced students of Sociology, Human Geography, Politics, Social Anthropology, Economics, and Social Work. Labor mobility is particularly significant in the case of the GCC; the region is host to around 15 million expatriate workers who generate US $80 billion in annual remittances each year and support an estimated 150 million dependents in their various home countries. However, little research has been conducted to identify and measure the impacts of this phenomenon on migrants’ host countries or countries of origin. Therefore, with a view to contributing to the active engagement of GCC countries in the global dialogue on migration and development, the Emirates Center for Strategic Studies and Research (ECSSR) hosted a special conference, Labor Mobility: Enabler for Sustainable Development, in Abu Dhabi on May 14–15, 2013. The Conference was held under the patronage of H.H. Sheikh Mansour Bin Zayed Al Nahyan, UAE Deputy Prime Minister and Minister of Presidential Affairs, and was jointly organized by the Ministry of Foreign Affairs, the Ministry of Labor, the ECSSR and the National Qualification Authority. It was convened in association with the GCC Council of Ministers of Labor, the Government of Sweden – current Chair of the Global Forum on Migration and Development (GFMD) – the International Organization for Migration and the World Bank. The papers presented at the Conference, compiled in this volume, provide a variety of informed views on labor mobility as an enabler for human, economic and social development. This pivot considers the emergence and functioning of the migration industry and commercialization of migration pathways in Asia. Grounded in extensive fieldwork and building on empirical data gathered through interactions and interviews with brokers, agents and other facilitators of migration, it examines the increasing co-dependence on, entanglement of and overlap between migrants, industry and state. It considers how for low-skilled migrants, migration is often not even possible without the involvement of the industry.
