Policing and Punishing the Drinking Driver is at one level about the impact of specific drinking-driving countermeasures (punishments imposed by courts on convicted offenders and random breath testing) in a particular place (New South Wales, Australia) in two particular years (1972 and 1983). At another level, however, the research reported herein is concerned with general questions of deterrence, and with the impact of the criminal justice system on the perception and behavior of a broad cross-section of the population. In contrast to much of the research in the drink-drive field, the research questions concentrate on the psychological and sociological processes whereby behavior is altered in the short-term as the result of a massive legal intervention or as the result of the routine imposition of legal punishments.

In a national survey, 1,700 drivers were interviewed about their beliefs, attitudes and behaviour towards drinking and driving. The aim of the research was to examine the extent to which differences in drink-driving are linked with actual variations in level of police activity and with differences in drivers' perceptions of drink-drive enforcement. Comparing areas with a much lower than average rate of breath testing and areas with a much higher than average rate revealed a clear difference. Using a range of different measures of driving with excess alcohol, the study showed that drivers in the high enforcement areas were significantly less likely to drink and drive than drivers in low enforcement areas. Results suggested that high levels of enforcement had their effect through reinforcing social pressures against drink-driving and increasing awareness of greater accident risks for alcohol impaired drivers. This report suggests a trial scheme in one or more police force areas, as an initiative of this nature would provide a firmer basis on which to balance the operational and resource requirements against the benefits achieved in reducing drink-driving incidents.
