Ce manuel est destiné aux étudiants en 3e année de licence de droit et aux élèves des Instituts d’études politiques, ainsi qu’aux candidats aux concours de la fonction publique nationale, européenne ou internationale. L’objet de ce livre est de présenter l’essentiel du droit international public, de ses institutions comme de ses règles, dans leurs évolutions les plus contemporaines. Car ce droit, qui organise les rapports entre États, est aujourd’hui le produit cosmopolite et la combinaison de divers droits – international, transnational et supranational. Depuis les attentats du 11 septembre 2001, il connaît au surplus une formidable rupture du principe traditionnel d’équilibre : le multilatéralisme s’est affaibli au profit de l’unilatéralisme et de la résurgence du concept d’Empire, du fait de l’hyperpuissance des États-Unis d’Amérique. En parallèle, le droit international a été contraint de s’adapter à deux mouvements inverses : le phénomène de la globalisation, dont on connaît surtout les manifestations économiques, et la fragmentation induite par le développement des nombreux droits spécialisés (droits de l’homme, droit humanitaire, droit pénal, droit de l’OMC, droit de l’environnement...), au risque de menacer l’unité qui caractérise le système juridique international.
