The intense debate over US targeted drone strikes outside war zones has been limited by the failure to review and assess a considerable body of quantitative research and qualitative material on the impacts of such strikes on terrorist groups and civilians. This book fills an important gap in the literature by conducting a careful and rigorous review of such evidence. It argues that decisions about the use of targeted strikes as a counterterrorism instrument, as well as legal and ethical evaluations of such use, must be informed by our best understanding of the insights that empirical evidence can provide on the effectiveness of strikes and the costs they impose on populations where they occur.

The United States increasingly relies on unmanned aerial vehicles to target insurgent and terrorist groups around the world. This monograph analyzes the available research and evidence that assesses the political and military consequences of drone strikes. It is not clear if drone strikes have degraded their targets, or that they kill enough civilians to create sizable public backlashes against the United States. Drones are a politically and militarily attractive way to counter insurgents and terrorists, but, paradoxically, this may lead to their use in situations where they are less likely to be effective and where there is difficulty in predicting the consequences.

Nicholas Irving's Reaper: Drone Strike is the next book in the explosive thriller series by the former special operations sniper and New York Times bestselling author of The Reaper. On a classified mission to help the Israeli Defense Forces stop a Syrian and Hezbollah invasion to seize the Golan Heights, Ranger sniper Vick Harwood and his spotter go deep undercover. Operating with limited support from the American and Israeli governments, Vick is out on the edge. Alessandra Cavezza, Director of Operations in Syria for the Italian UN Commission for Refugees, is moving families out of an embattled neighborhood. The nearly vacant suburb has been a haven for anti-Assad forces, ISIS militants, and Russian private military contractors. As she crawls into the basement of a home to help find a young girl’s doll, she finds a secret room that has detailed descriptions of unthinkable attacks on the United States, and falls into the hands of a madman: Jasar Tankian, Lebanese mastermind behind the plots. As Syrian tanks attempt to push through Israeli defenses at the border, Team Reaper picks off Syrian tank commanders as they battle Israeli tanks, jets, and infantrymen. Combat intensifies as Vick goes black on ammunition. Commandeering a cargo drone to deliver Team Reaper to a landing zone near the coordinates, Vick becomes Alessandra’s—and America’s—only hope for survival.

For the last twenty years America's drone program has provided the nation with an unparalleled advantage in the skies over every battlefield from Afghanistan and Pakistan to North Africa and Syria. But what if a foreign power managed to obtain that same capability? Not by developing their own drone, but by stealing one from the Central Intelligence Agency. And what if that country's leader, desperate to increase his influence in the Middle East, comes up with a plan to turn every country in the region against the United States? For his plan to work, Russia's president approves a daring daylight raid on a clandestine CIA drone base deep in the Jordanian desert. Led by the ruthless leader of an Alpha Group special forces team, the Russian assaulters execute everyone on the base before making off with an MQ-9 Reaper and its compliment of Hellfire missiles.Tensions are at the breaking point as scores of innocent civilians are killed in seemingly random drone strikes while worshipping at mosques across the Middle East. With all evidence pointing toward Washington, the attacks spark protests and demonstrations in front of U.S. embassies and consulates with a ferocity that has not been seen since the Arab Spring.CIA operative Joe Matthews and his team of paramilitary operations officers are tasked with an impossible mission. They must battle the Russians from Alpha Group as they fight to protect an NSA encryption specialist and attempt the daring rescue of a Syrian asset who was captured while searching for the missing drone. Time is running out as Matthews and his team attempt to locate the rogue drone and put a stop to the attacks before an emergency meeting of the Arab League votes to expel all American personnel from the Middle East.

Combat drones are transforming attitudes about the use of military force. Military casualties and the costs of conflict sap public support for war and for political and military leaders. Combat drones offer an unprecedented ability to reduce these costs by increasing accuracy, reducing the risks to civilians, and protecting military personnel from harm. These advantages should make drone strikes more popular than operations involving ground troops. Yet many critics believe drone warfare will make political leaders too willing to authorize wars, weakening constraints on the use of force. Because combat drones are relatively new, these arguments have been based on anecdotes, a handful of public opinion polls, or theoretical speculation. Drones and Support for the Use of Force uses experimental research to analyze the effects of combat drones on Americans’ support for the use of force. The authors’ findings—that drones have had important but nuanced effects on support for the use of force—have implications for democratic control of military action and civil-military relations and provide insight into how the proliferation of military technologies influences foreign policy.
