Inhaltsangabe:Einleitung: Diese Ausarbeitung beschäftigt sich kritisch mit dem dualen Ausbildungssystem und den etwaigen inhärenten Unzulänglichkeiten, welche dieses aufweist. Im besonderen soll auf die Ausbildungsreife eingegangen werden. Hintergrund dieser Auseinandersetzung mit dem Thema ist der Umstand, dass sich die angeblich zunehmend unzureichende Ausbildungsreife der deutschen Schulabgänger Gegenstand der öffentlichen Diskussion ist. Es soll dabei verdeutlicht werden, dass Qualifikationsdefizite nicht ausschließlich den Jugendlichen selber zugeschrieben werden können, sondern Ursachen unter anderem auch in der Gesellschaft und der Wirtschaft zu finden sind. Gang der Untersuchung: Diese Problematik der Ausbildungsreife soll aufgegriffen werden, um mögliche Verbesserungen zur Stärkung der Ausbildungsfähigkeit deutscher Jugendlicher aufzuzeigen. Zunächst soll das deutsche Berufsbildungssystem im wirtschaftlichem und gesellschaftlichem Strukturwandel dargestellt werden, wobei der Schwerpunkt auf die duale Ausbildung gelegt wird. Anhand der Einflussfaktoren soll aufgezeigt werden, dass die Ausbildung nicht nur vom Betrieb abhängig ist, sondern von einer Vielzahl interner sowie externer Personengruppen oder anderer Faktoren bedingt ist. Eine Bestandsaufnahme der Berufsausbildung soll im besonderen Auskunft über die derzeitige Situation der betrieblichen Ausbildung sowie die schulische Vorbildung der Auszubildenden hinsichtlich Alterstruktur bzw. Wahl des Ausbildungsberufes geben. Basierend darauf wird die Ausbildungsreife der Ausbildungsplatzbewerber untersucht. Den Anforderungen der Wirtschaft werden die Leistungsprofile der Ausbildungsplatzbewerber gegenübergestellt, um so Defizite in verschiedenen Kompetenzbereichen aufzuzeigen. Anschließend wird auf mögliche Ursachen eingegangen. Es werden im Anschluss daran einige Institutionen bzw. Organisationen, z. B. Bundesanstalt für Arbeit, vorgestellt. Hierbei wird skizziert, welche Aufgaben sie im Berufsbildungsbereich wahrnehmen und welche Maßnahmen sie zur Stärkung der Ausbildungsreife ergreifen. Da diese Institutionen mit ihren Aktivitäten nicht sämtliche Anforderungen, die von Wirtschaft und Gesellschaft als bedeutend angesehen werden, abdecken, ergibt sich Handlungsbedarf. Resultierend aus diesem Bedarf sollen Empfehlungen dazu beitragen, mögliche Verbesserungsmöglichkeiten aufzuzeigen. This book examines modularisation in the German system of initial vocational education and training – an issue that is a matter of intense debate by educationists and politicians in Germany. After examining the underlying concept of modularisation, Hubert Ertl looks at approaches to it in Spain, Scotland, France and the Netherlands, before examining in detail the National Vocational Qualification (NVQ) framework in England and Wales. The author demonstrates how the strengths and weaknesses of NVQs (and their functional position within the education and training system) are particularly significant to the strategy of modularisation in German initial training that he goes on to propose. This strategy recommends the evolutionary development of the elements of occupational profiles into self-contained modules, and identifies the ways in which these elements have to be transformed in order to fulfil the functions of modules in a modularised training system. The author hopes that the restructured system may incorporate modules developed in co-operation with European partners and so link to other national training systems.

This book is based on the work of a European partnership, whose members came together from Belgium England Finland Germany Portugal and Greece with the support of funding from the EU Socrates Programme. By an iterative and collaborative method of working, we have arrived at the concept and approaches of Learning Communities Centred on Practice (LCPs), which lie at the heart of this volume.
