DISC, the International Symposium on DIStributed Computing, is an annual forum for research presentations on all facets of distributed computing. This volume includes 23 contributed papers and an invited lecture, all presented at DISC ’99, held on September 27-29, 1999 in Bratislava, Slovak Republic. In addition to regular submissions, the call for papers for DISC ’99 also - licited Brief Announcements (BAs). We received 60 regular submissions and 15 brief announcement submissions. These were read and evaluated by the p- gramcommittee, with the additional help of external reviewerswhen needed. At the program committee meeting on June 10-11 at Dartmouth College, Hanover, USA, 23 regular submissions and 4 BAs were selected for presentation at DISC ’99. The extended abstracts of these 23 regular papers appear in this volume, while the four BAs appear as a special publication of Comenius Univ- sity, Bratislava– the hostof DISC ’99.It is expected that the regularpapers will be submitted later, in more polished form, to fully refereed scienti?c journals. Of the 23 regular papers selected for the conference, 12 quali?ed for the Best Student Paper award. The program committee awarded this honor to the paper entitled “Revisiting the Weakest Failure Detector for Uniform Reliable Broadcast” by Marcos Aguilera, Sam Toueg, and Borislav Deianov. Marcos and Borislav, who are both students, share this award.

Cyclic and Computer Generated Designs is a much-expanded and updated version of the well-received monograph, Cyclic Designs . The book is primarily concerned with the construction and analysis of designs with a number of different blocking structures, such as revolvable designs, row-column designs, and Latinized designs. It describes how appropriate and efficient designs can be constructed through the use of cyclic methods and recently developed computer algorithms. In this new edition, a greater emphasis is given to the construction and properties of resolvable block and row-column designs. A general theory for single, fractional and multiple replicate factorial designs is presented. Cyclic methods are used to construct most of these designs. Some new work on the use of computer algorithms for setting out factorial experiments in row-column designs is described. Designers think in a specific way that is both ubiquitous and unique, often referred to as "design thinking" or "design cognition". Effective Inquiry for Innovative Engineering Design presents empirical evidence for this claim. It demonstrates a unique attribute of design thinking by identifying and characterizing a class of questions called "Generative Design Questions". These questions are frequently asked by designers in dialog. Their use constitutes a fundamental cognitive mechanism in design thinking. Their discovery stems from another finding of the work: a conceptual duality between questions and decisions that is engraved deep within the design process. This duality challenges a view that treats designing as decision making. Decisions form the tip of the iceberg; Questions keep it afloat: -Can an effective decision making process be performed without having high quality information? -Can high quality information be acquired and generated without performing an effective inquiry process? It is well established that the sliding mode control strategy provides an effective and robust method of controlling the deterministic system due to its well-known invariance property to a class of bounded disturbance and parameter variations. Advances in microcomputer technologies have made digital control increasingly popular among the researchers worldwide. And that led to the study of discrete-time sliding mode control design and its implementation. This brief presents, a method for multi-rate frequency shaped sliding mode controller design based on switching and non-switching type of reaching law. In this approach, the frequency dependent compensator dynamics are introduced through a frequency-shaped sliding surface by assigning frequency dependent weighing matrices in a linear quadratic regulator (LQR) design procedure. In this way, the undesired high frequency dynamics or certain frequency disturbance can be eliminated. The states are implicitly obtained by measuring the output at a faster rate than the control. It is also known that the vibration control of smart structure is a challenging problem as it has several vibratory modes. So, the frequency shaping approach is used to suppress the frequency dynamics excited during sliding mode in smart structure. The frequency content of the optimal sliding mode is shaped by using a frequency dependent compensator, such that a higher gain can be obtained at the resonance frequencies. The brief discusses the design methods of the controllers based on the proposed approach for the vibration suppression of the intelligent structure. The brief also presents a design of discrete-time reduced order observer using the duality to discrete-time sliding surface design. First, the duality between the coefficients of the discrete-time reduced order observer and the sliding surface design is established and then, the design method for the observer using Riccati equation is explained. Using the proposed method, the observer for the Power System Stabilizer (PSS) for Single Machine Infinite Bus (SMIB) system is designed and the simulation is carried out using the observed states. The discrete-time sliding mode controller based on the proposed reduced order observer design method is also obtained for a laboratory experimental servo system and verified with the experimental results.
