This book examines the US foreign policy of differentiation towards the socialist regimes of Eastern Europe as it was implemented by various administrations towards Ceausescu’s Romania from 1969 to 1980. Drawing from multi-archival research from both US and Romanian sources, this is the first comprehensive analysis of differentiation and shows that Washington’s Eastern European policy in the 1970s was more nuanced than the common East vs. West narrative suggests. By examining systemic Cold War factors such as the rise of détente between the two superpowers and the role of agency, the study deals with the dynamics that shaped the evolution of American-Romanian relations after Bucharest’s opening towards the West, and the subsequent embrace of this initiative by Washington as an instrument to undermine the unity of the Soviet bloc. Furthermore, it revises interpretations about Carter’s celebrated human rights policy based on the Romanian case, pointing towards a remarkable continuity between the three administrations under examination (Nixon, Ford and Carter). By doing so, this study contributes to the field by highlighting a largely neglected aspect of US foreign policy and uncovers the subtleties of Washington’s relations with one of the most vigorous actors of the Eastern European bloc. This book will be of much interest to students of Cold War Studies, US foreign policy, Eastern European politics and International Relations in general.

Throughout its 65-year history, the International Association for Media and Communication Research (IAMCR) has sought to facilitate international exchanges and research collaborations among academics and journalists in the field of media and communication. ​ Created during a time of strong ideological tension following World War II in 1957 and with the support of UNESCO, the contributors to this edited collection highlight how the IAMCR and its members shaped the field of media and communications research. From its beginnings focusing on the mass media, including the press and journalism education, today the Association attracts researchers and practitioners who undertake critical analysis of contemporary media and communications, including online platforms and their governance. Consistent themes throughout the Association’s history have been its concern with human rights, law, culture and the political economy of the media and communication industries. This book investigates Romania’s early 1960s change in policy towards the Soviet Union, focusing on two questions in particular: namely, what actually changed and why this change occurred. Drawing from recently declassified archive materials, this book utilises a perceptual approach and a paradigm which argues that post-war Romania allied not against the threat, but with the (perceived) threat – the USSR. Focusing on the proximate causes triggering this policy change, it investigates the emergence of Romania’s opposition to the USSR predominantly through two case studies – the CMEA reform process and the Sino-Soviet dispute. The book focuses on the period between 1960 and 1964, between Romania’s first categorical (albeit non-public and indirect) opposition to the USSR and the issuing of the declaration marking Romania’s first public and official (although indirect) acknowledgement of disagreements with the USSR. This book examines the proximate causes of Romania’s policy change towards the Soviet Union and their roots in Romanian leaders’ perceptions of the threats posed to the nation’s interests by various specific Soviet policies, such as the attempts to impose the CMEA integration or a strong collective riposte against China. Through its findings, the book provides new research perspectives on Romanian-Soviet post-war relations and on the role of the leaders’ beliefs in Romania’s foreign policy choices. It will also serve as a starting point for a more detailed understanding of the unusual present-day relations between Romania and the Russian Federation.
