How is foreign policy made in Iraq? Based on dozens of interviews with senior officials and politicians, this book provides a clear analysis of the development of domestic Iraqi politics since 2003. Zana Gulmohamad explains how the federal government of Iraq and Kurdistan Regional Government (KRG) have functioned and worked together since toppling Saddam to reveal in granular detail the complexity of their foreign policy making. The book shows that the ruling elites and political factions in Baghdad and in the capital of the Kurdistan Region, Erbil, create foreign policies according to their agendas. The formulation and implementation of the two governments' foreign policies is to a great extent uncoordinated. Yet Zana Gulmohamad places this incoherent model of foreign policy making in the context of the country's fragmented political and social context and explains how Iraq's neighbouring countries - Iran, Turkey, Saudi Arabia and Syria before the civil war - have each influenced its internal affairs. Foreign Policy in North Africa explores how the foreign policies of North African states, which occupy a peripheral and subaltern position within the global system, have actively responded to the constraints and opportunities stemming from multi-level transformations in the 2010s. What has been the extent of continuity and change in each country’s foreign policy-making and behaviour under such conditions? Which structural and agential factors explain the variations observed, or the lack thereof? Building on scholarship on foreign policy in the Global South and the Middle East and North Africa (MENA) as well as the international impact of the 2011 Arab uprisings, case studies on six different countries focus on a specific level of analysis for each. These range from the global (Tunisia’s financial predicaments and foreign debt negotiations) through the (sub)regional (Egypt’s relationship of necessity with Saudi Arabia, Algeria’s half-hearted policies towards the conflicts in Libya and Mali) to the domestic sphere (Morocco’s power balance between the monarchy and the Islamist-led government, Libya’s extreme state weakness and internal competition among proliferating actors), reaching also the deeper non-state societal level in the case of Mauritania. The volume concludes by examining post-2011 developments in the longstanding Algerian–Moroccan rivalry which hinders regional integration in the Maghreb. This book is a contribution to the international trade and economic development literature and is based on a decade of joint research and collaboration on South–South economic relations. Given the increasing focus on the economic power of some developing countries, for example the 2013 Human Development Report’s “Rise of the South”, it is particularly appropriate and timely. [NP] The book’s findings are based on rigorous empirical examination of South–South trade and finance and it provides an even-handed assessment from the perspective of long-term development goals rather than mainstream welfare approaches or ideological/theoretical worldview. [NP] This work directly engages with the ‘new developmentalism’ literature that has challenged the neoliberal orthodoxy and its policy approach, which focuses on liberalization, privatization, and deregulation. It also engages with literature by examining whether the increase in South–South trade facilitates or inhibits the possibilities for developmentalist economic policy in developing countries. The book shows concrete and positive results from South–South trade particularly related to industrial development and also documents how South–South trade is dominated by large developing countries and that South–South trade liberalization may be counterproductive.
