Middle East politics have been proverbial for their changeability. The 1970s ushered in petro-politics, for instance, but OPEC's international status declined markedly in the following decade. Similarly, the Arab world's ostracism of Egypt in the 1970s following its separate peace with Israel was turned around in the 1980s; the late 1980s also brought PLO acceptance of the State of Israel. Interstate relations were not the only arena to experience significant alterations; state-society relations also underwent dramatic changes, such as the acceleration of privatization in erstwhile socialist regimes. Then the 1990s opened with a political earthquake: the Gulf Crisis. The second edition of this highly acclaimed text offers a penetrating analysis of trends in Arab foreign policies since the book was originally published in 1984, including an early analysis of the effects of Iraq's invasion of Kuwait and the subsequent coalition victory over Iraq. In addition, the authors have included new chapters on Jordan—at the heart of the Arab world—and on the Sudan—the region's link to sub-Saharan Africa. Their inclusion allows a fuller understanding of the foreign policies of states that occupy crucial geopolitical positions but wield little tangible power. How is foreign policy made in Iraq? Based on dozens of interviews with senior officials and politicians, this book provides a clear analysis of the development of domestic Iraqi politics since 2003. Zana Gulmohamad explains how the federal government of Iraq and Kurdistan Regional Government (KRG) have functioned and worked together since toppling Saddam to reveal in granular detail the complexity of their foreign policy making. The book shows that the ruling elites and political factions in Baghdad and in the capital of the Kurdistan Region, Erbil, create foreign policies according to their agendas. The formulation and implementation of the two governments' foreign policies is to a great extent uncoordinated. Yet Zana Gulmohamad places this incoherent model of foreign policy making in the context of the country's fragmented political and social context and explains how Iraq's neighbouring countries - Iran, Turkey, Saudi Arabia and Syria before the civil war - have each influenced its internal affairs. The book is the first study dedicated to the contemporary dynamics of the Iraqi state - outside the usual focus on the “great powers” - and it explains exactly how Iraqi foreign policy is managed alongside the country's economic and security interests.

Foreign Policy in North Africa explores how the foreign policies of North African states, which occupy a peripheral and subaltern position within the global system, have actively responded to the constraints and opportunities stemming from multi-level transformations in the 2010s. What has been the extent of continuity and change in each country’s foreign policy-making and behaviour under such conditions? Which structural and agential factors explain the variations observed, or the lack thereof? Building on scholarship on foreign policy in the Global South and the Middle East and North Africa (MENA) as well as the international impact of the 2011 Arab uprisings, case studies on six different countries focus on a specific level of analysis for each. These range from the global (Tunisia’s financial predicaments and foreign debt negotiations) through the (sub)regional (Egypt’s relationship of necessity with Saudi Arabia, Algeria’s half-hearted policies towards the conflicts in Libya and Mali) to the domestic sphere (Morocco’s power balance between the monarchy and the Islamist-led government, Libya’s extreme state weakness and internal competition among proliferating actors), reaching also the deeper non-state societal level in the case of Mauritania. Small states are often believed to have been resigned to the margins of international politics.
