Dynamics of the Institution of Governor in India The Constitution of India is based on the principle of federalism with a strong bias towards strong Center. The roots of the office of Governor in the Indian polity could be traced to the erstwhile British colonial rule which was created to administer the affairs of east India Company. Right from the Regulating Act of 1773 to the Indian Independence Act, 1947 the position and role of the Governor had been defined by the Acts enacted by the British Parliament from time to time. With the end of British rule in India and with the adoption of the new Constitution of India, the position of the office of the Governor has altogether changed. The Governor plays a dual role under the In.' Constitution. He acts as the constitutional head o the State and also serves as an agent of the Centr Government. The Constitution imposes a duty upon the Governor to preserve, protect and defend the Constitution and the law of the country and he is also responsible for the well-being of the people of the State. For this purpose, the Constitution also confers on the Governor some discretionary powers which make him powerful. The institution of the Governor had been misused to a great extent particularly after 1967. I some states coalition governments were formed; defections became the rule of the day; constitutional instability prevailed all over and under these situations, the Governors behaved in different styles in different situations or differently in the same situation. They did not follow uniform practices in discharging their duties. The institution of Governor suddenly she' into both importance and controversy. There is no doubt that the Governors are not fe tered by any rule in the exercise of their discretion excepting the well-established principles which guide and regulate the exercise of his discretionary powers. Many times the Governor's discretion had actually been turned into central manipulation and often the allegation had been leveled that the office of the Gov error had been remote-controlled by the Centre to promote partisan interest at the state level. The institution had been misused to dislodging and embarrassing the opposition-ruled State governments. I the present work analysis has been made regarding the factors responsible for the development of such m important position that has been envisaged by the constitutional provisions and what has emerged practice.

"This book is a detailed overview of the institutional and historical trajectory of Indian federalism, including both territorial and non-territorial aspects of Indian federalism. An extensive analysis has been made of the various federal policy measures adopted by different rulers from time to time, particularly with an emphasis on federalism under the British colonial rule and the role of princely states in Indian federalism. It has made a critical analysis of the Constituent Assembly Debates on federalism and the role of political leaders in shaping of Indian federalism. Further, a critical analysis has been made about the changing nature and dynamics of Indian federalism in the post-independent India including the contemporary debates on various aspects of Indian federalism. The book is an important compendium for those wishing to have first-hand information on Indian federalism and may be very useful for scholars interested in center-state relations. It can be an important guide for researchers in identifying various research questions for further study on Indian federalism. Most importantly, it can be a very useful course book for students or professionals for whom the existing shorter introductions to the subject may not suffice. Any undergraduate student who needs to undertake an advance level study on Indian Politics and Government or Indian federalism will find the book very useful. International readers of comparative politics will also find the book useful. Additionally, the book may be useful for those who are interested in Indian Administrative Services (IAS) and for the politicians as well."

"The role of Governor in making and unmaking of the governments is a widely discussed subject with significant literature and judicial pronouncements available on it, However, there are many important areas in the governance of the state such as Rules of Business, Administration of Scheduled Areas and Governor as Chancellor of the Universities, which have not been adequately discussed. The thoughtfulness of the founding fathers of the Indian Constitution in providing the useful institution of the Governor for maintaining the unitary character of the Indian Republic and the diversity in the views of the academicians, the jurists, the bureaucrats and the politicians on the role and desirability of the institution of Governor are the central focus of the book."--BOOK JACKET.

While a growing private sector and a vibrant civil society can help compensate for the shortcomings of India’s public sector, the state is—and will remain—indispensable in delivering basic governance. In Rethinking Public Institutions in India, distinguished political and economic thinkers critically assess a diverse array of India’s core federal institutions, from the Supreme Court and Parliament to the Election Commission and the civil services. Relying on interdisciplinary approaches and decades of practitioner experience, this volume interrogates the capacity of India’s public sector to navigate the far-reaching transformations the country is experiencing. An insightful introduction to the functioning of Indian democracy, it offers a roadmap for carrying out fundamental reforms that will be necessary for India to build a reinvigorated state for the twenty-first century.

India faces a defining period. Its status as a global power is not only recognized but increasingly institutionalized, even as geopolitical shifts create both opportunities and challenges. With critical interests in almost every multilateral regime and vital stakes in emerging ones, India has no choice but to influence the evolving multilateral order. If India seeks to affect the multilateral order, how will it do so? In the past, it had little choice but to be content with rule taking—adhering to existing international norms and institutions. Will it now focus on rule breaking—challenging the present order primarily for effect and seeking greater accommodation in existing institutions? Or will it focus on rule shaping—contributing in partnership with others to shape emerging norms and regimes, particularly on energy, food, climate, oceans, and cyber security? And how do India’s troubled neighborhood, complex domestic politics, and limited capacity inhibit its rule-shaping ability? Despite limitations, India increasingly has the ideas, people, and tools to shape the global order—in the words of Jawaharlal Nehru, “not wholly or in full measure, but very substantially.” Will India emerge as one of the shapers of the emerging international order? This volume seeks to answer that question.
