In China, despite the introduction of economic reforms that have lifted millions out of poverty, the income gap between rural and urban areas remains wide. There is a growing realization in policy circles that economic growth alone cannot reduce absolute poverty and inequality, and that investment in human development is needed to sustain growth and improve social cohesion. Prepared as a collaborative study between the World Bank and China’s National Population and Family Planning Commission, Early Child Development in China: Breaking the Cycle of Poverty and Improving Future Competitiveness analyzes the challenges facing the country in the care, development, and education for children from birth to six years of age, and details the long-term social benefits and high economic returns that targeted early child development interventions for disadvantaged children can provide. Investments in early child development are one of the most cost effective strategies for breaking the intergenerational transmission of poverty and improving productivity and social cohesion in the long run. This report studies how programs to improve prenatal care, raise the health status and nutritional standards of young children, improve the knowledge of mothers and primary caregivers about health, child care, and nurturing techniques, and expand the availability of preprimary education services across China can strengthen a child’s prospects for success later in life. Ensuring that children can grow and live to their full potential is essential to enable the country to improve its future competitiveness and overcome the challenges it faces from an aging population and the transition from a middle- to a high-income economy.

A widespread conviction in the need to rescue China’s children took hold in the early twentieth century. Amid political upheaval and natural disasters, neglected or abandoned children became a humanitarian focal point for Sino-Western cooperation and intervention in family life. Chinese academics and officials sought new scientific measures, educational institutions, and social reforms to improve children’s welfare. Successive regimes encouraged teachers to shape children into Qing subjects, Nationalist citizens, or Communist comrades. In Raising China’s Revolutionaries, Margaret Mih Tillman offers a novel perspective on the political and scientific dimensions of experiments with early childhood education from the early Republican period through the first decade of the People’s Republic. She traces transnational advocacy for child welfare and education, examining Christian missionaries, philanthropists, and the role of international relief during World War II. Tillman provides in-depth analysis of similarities and differences between Nationalist and Communist policy and cultural notions of childhood. While both Nationalist and Communist regimes drew on preschool institutions to mobilize the workforce and shape children’s political subjectivity, the Communist regime rejected the Nationalists’ commitment to the modern, bourgeois family. This book reports on the findings of a series of studies on the development of zero-to-three-year-old Chinese children supported by the Fundamental Research Funds for the Central Universities. The studies were conducted by a research group at the Institute of Early Childhood Education, Beijing Normal University. In the first part of the book, findings concerning the developmental trajectory are presented, including physical and motor development, cognitive development, language development, social and emotional development. The focus of the second part is on the effect of family environment and practices. Specifically, the authors provide empirical evidence allowing readers to better understand how the home environment and educational practice in the family impact the psychological development of children in their early years. In the last part, culture-specific issues like the new universal two-child policy in China are discussed. Most of the parts are based on large-scale investigations and analysis of the status quo, complemented by small-sample studies and case studies. The findings presented here will promote theory building and public understanding of early care and education in China. Moreover, the behavior observation scales and assessment tools developed by the research group are cultural appropriate and may serve as a foundation for further studies on early care and education in the Chinese cultural context.
