Early childhood care and education has become a subject of increasing public interest in a great number of countries and among several international organizations and foundations. This book focuses on key issues in early childhood care and education, adding pedagogical, historical, and sociological perspectives to a body of research in education that has neglected important questions to date. The studies presented focus on effects of early childhood care and education on children, on the importance of family background for child development, on the use of institutional services among different families, on the history of such services in France and in the United States of America, and on the way in which children acquire competences both in early childhood care and education institutions and in a family context.

Equality and inclusion in early childhood will help you to understand the key principles and best practice across the areas of social inclusion: gender, ethnic group and cultural background or faith, disability and health. You will be able not only to understand special issues, but also how to address dilemmas in balancing the diverse needs of children and families within provision. This new edition brings readers up to date with changes in legislation and guidance. The content reflects recent developments to address the experiences of boys and concerns about their achievement. New perspectives focus on ensuring a proportionate response to family preferences for children's care. A notable feature of Equality and inclusion in early childhood is how readers are supported to link equality practice with a sound knowledge of what young children understand and how their attitudes develop. This book is part of Jennie Lindon's series 'Linking Theory and Practice'. The established approach provides accessible descriptions of relevant theory and research, yet links this information closely to practice with young children and families. The content and style of the series has been developed to support students on Early Childhood degree programmes, Early Years Foundation Degree courses, practitioners working towards Early Years Professional Status and also experienced senior practitioners extending their professional development and that of their team.

This guide shows how the Race Relations Act of 1976 and the Children Act of 1989 apply to young children in the United Kingdom and to those who have responsibility for their care and education. The 1989 Children Act, a comprehensive piece of legislation that addresses religion, racial origin, and cultural and linguistic background, adds to the specific requirements of the Race Relations Act. The guide examines existing provisions and the extent to which they meet the needs of ethnic minority communities. It then highlights key areas where a commitment to racial equality policies and practices would benefit all children. It also discusses the issues of access to services, training, and employment. The guide concludes by suggesting ways in which policies might be developed to ensure that all aspects of early childhood services are founded on the principles of equality of opportunity. Differences between the English and Scottish systems of early childhood education are noted. The following chapters are included: (1) "Early Childhood Services and the 1976 Race Relations Act"; (2) "Early Childhood Services and the 1989 Children Act"; (3) "Early Childhood Services and Ethnic Minority Communities"; (4) "The Experiences of Young Children and Racial Equality"; (5) "Equal Access to Early Childhood Services"; (6) "Training, Education, and Qualifications for Work with Young Children"; (7) "Practical Policy Making"; and (8) "Checklist for Action." One appendix presents the United Nations Convention on the Rights of the Child, and the other summarizes law enforcement under this legislation. A list of 45 sources is provided for further reading, and 27 organizations are listed as sources of additional information. (Contains 47 references.) (SLD)

Early care and education for many children in the United States is in crisis. The period between birth and kindergarten is a critical time for child development, and socioeconomic disparities that begin early in children’s lives contribute to starkly different long-term outcomes for adults. Yet, compared to other advanced economies, high-quality child care and preschool in the United States are scarce and prohibitively expensive for many middle-class and most disadvantaged families. To what extent can early-life interventions provide these children with the opportunities that their affluent peers enjoy and contribute to reduced social inequality in the long term? Cradle to Kindergarten offers a comprehensive, evidence-based strategy that diagnoses the obstacles to accessible early education and charts a path to opportunity for all children. The U.S. government invests less in children under the age of five than do most other developed nations. Most working families must seek private childcare, which means that children from low-income households, who would benefit most from high-quality early education, are the least likely to attend them. Existing policies, such as pre-kindergarten in some states are only partial solutions. To address these deficiencies, the authors propose to overhaul the early care system, beginning with a federal paid parental leave policy that provides both mothers and fathers with time and financial support after the birth of a child. They also advocate increased public benefits, including an expansion of the child care tax credit, and a new child care assurance program that subsidizes the cost of early care for low- and moderate-income families. They also propose that universal, high-quality early education in the states should start by age three, and a reform of the Head Start program that would include more intensive services for families living in areas of concentrated poverty and experiencing multiple adversities from the earliest point in these most disadvantaged children’s lives. They conclude with an implementation plan and contend that these reforms are attainable within a ten-year timeline. Reducing educational and economic inequalities requires that all children have robust opportunities to learn, fully develop their capacities, and have a fair shot at success. Cradle to Kindergarten presents a blueprint for fulfilling this promise by expanding access to educational and financial resources at a critical stage of child development.

This book explores important current social justice issues that confront young children in America. A broad range of topics related to the fair treatment of young children and their families are approached with a fresh and hopeful energy. The central argument of this volume is that a fair and just society must protect the basic needs of all children so they are able to reach their full potential to learn, grow, and ultimately become productive democratic citizens. The book includes contributions from an impressive group of authors who have been consistent voices for the fair and equitable treatment of children in school and society. Each chapter examines a critical issue in child social justice with a focus on the current problem, historical importance of the issue, potential solutions, and a vision for the future. The book has been developed to reach a wide audience of professionals whose work involves children and who have grown concerned about social forces that cause child suffering and threaten the well-being or even the survival of children in the United States. Readers will come away with up to date information and a renewed commitment to being life-long advocates for children.

Noting that racism is inherent--often in hidden ways--in all aspects of British society and is damaging to all children, this book provides thoughtful and practical support for early childhood workers to help children develop a sense of self-worth and to ensure equality of opportunity for all children. The book identifies the many ways in which young children experience racism; discusses good practice in language development, curriculum development, and working with parents; and identifies the importance of policies that are implemented, and of training and resources to take these policies forward. Sections 1 and 2 of the book are informative and intended to build confidence and understanding of what racism is and how to deal with it positively through day-to-day practice with children. Section 3 is concerned with understanding the British national initiatives that support or hinder equality. The final chapter is a practical discussion of training and should be read in conjunction with the first two sections. The individual chapter titles are: (1) "Young Children and Racial Difference"; (2) "Understanding Racial Inequality"; (3) "Language, Learning and Multilingual Development"; (4) "Creating a Curriculum and Ethos for Racial Equality"; (5) "Parental Involvement: Fostering Confidence and Communication"; (6) "Antiracism: Policy Developments in the Early Years"; (7) "The State in Three Acts" (on institutional racism and reform legislation); and (8) "Training and Resources: The Way Forward." The book concludes with a listing of useful sources and resources for racial equality. Contains 127 references. (HTH)
