When the socialist regime in Central and Eastern Europe (CEE) was overthrown around the end of the eighties, beginning of the nineties, an overall transforma tion of whole societies started. Not only the political and the economic systems of these countries, but all societal sectors underwent deep changes. These changes presented opportunities, but they also spelled trouble. On one hand, getting rid of stifling political control and excessive bureaucratic regulation was something which most members of these societies desired. On the other, it be came apparent very soon that the necessary and long hoped-for rebuilding of the economy, education, health care, the mass media, and science, too, was strongly restricted by the scarcity of financial resources. After a short period, during which opportunities were energetically taken up in a spirit of hope, came a long and still lasting time of growing troubles and despondency. Only in a few of the CEE countries have some glimpses of hope become visible recently; and it re mains to be seen whether these signals are reliable. Until now, therefore, the transformation dynamics of all societal sectors in all of the CEE countries have primarily been troublesome. This is surely true for the post-socialist research systems. I The demise of the communist party's abso lute rule over society has allowed researchers the public expression and the pur suit of goals whose common denominator has been a greater self-regulation of scientific research according to its own criteria and logic.

This report discusses the emergence of a new geopolitical reality, that of countries in transition. Although the expression usually refers to former Communist countries, a closer analysis shows that transition is, in fact, a universal historical phenomenon. As used here, countries in transition must evidence the following factors: (1) the starting-point or initial state of transition; (2) the destination or the objectives pursued; and (3) the actual content of transition, i.e. the derived transformations. In-depth analyses are presented to provide greater understanding of the education policies of the countries in transition. The social, political, and psychological contexts of the education reforms are established to facilitate that understanding. The report is divided into two parts. Part 1, "Reforms, crises and transitions in Central and Eastern Europe," covers the following topics: (1) "Towards a general theory of transition" (including transition as a transformation of the social and political system, as a state of anomie, as an historical trend, and as a process of societal learning); (2) "The transition from dictatorship to democracy: models, myths and realities"; and (3) "The reforms in Central and Eastern Europe: unity in diversity." Part 2, "Transition as an educational project," speaks to the following issues: (1) "Ideological changes and educational consequences"; (2) "Strategies and priorities: four case studies" (including Hungary, Poland, the Czech and Slovak Republics, and Romania); and (3) "The education legislation of transition" (including rectification measures, modernization measures, and restructuring measures). here ofexchange, and borrowing in debates between these disciplines, all the more so, as we shall see a little further on, as the analysis of the Central and East European transformations has also contributed to introduce into political science and sociology theoretical systematizations first formulated in economics. In addition to this opening up to the objects and theories of economics, the pseudo-"dilemma" ofsimultaneity produced, by a kind of feedback, another series of effects on transitology and the related research domains. Contrary to most expectations and predictions in the wake ofthe 1989 upheavals - affirmations that the "dilemmas", "problems" or "challenges" of the transitions in Central and Eastern Europe ought to have been dealt with and resolved one after the other in sequence, in the manner of the more or less idealized trajectories of Great Britain or Spain (trajectories significantly enough promoted, far beyond the circles of scholars, as a "model" of transition), and above all, contrary to the assumption that superposing a radical economic transformation upon a transition to democracy would make the whole edifice thoroughly unworkable, unstable or dangerous - it must be stated clearly out that the two processes, in their "simultaneity", are not necessarily incompatible. This is one of the main findings stressed upon in several chapters of this book.

This book is about education system reform in Central and Eastern Europe, with emphasis on decentralization and management. In the past, local authorities served as implementation arms of the central ministry, while finance and decision-making were controlled by the central government, leaving local communities with little influence. New education laws in most countries of the region have altered this balance. A moderate approach may be the least disruptive short-term solution for societies undergoing socioeconomic transition. In 1997 the World Bank Institute participated in a research project to study intergovernmental roles in the delivery of education services in the Czech Republic, Hungary, Poland, Albania, Bulgaria, and Romania. Each country assembled a research team of academics, educators, and policy advisors led by an education specialist. Each team produced a report, which was discussed and revised during four information-sharing seminars, and they are presented here. The challenge these countries face is how to develop new institutions that can effectively enlist state, civil-society, and private-sector resources to achieve educational goals. This book should be of interest to educators and other readers interested in Central and Eastern European area studies. The theory of interventionism of the Austrian School of Economics explains the successes and failures of the transformation processes in Central and Eastern European countries and offers a deep insight into contemporary economic phenomena. Three decades have passed since the collapse of communism that precipitated the economic transformation of these countries. This book describes the Austrian view of socialism and in such a context explains the transformational success of the countries of Central and Eastern Europe. Moreover, it shows that the theory of interventionism has not lost its relevance, and the theory itself—along with its modifications—may be used to explain current economic events. The book is divided into four sections.
