The long-running dispute over East Timor was for many years an unresolved item on the agenda of the international community. It involved issues of self-determination, non-recognition, and human rights. This book was first published in 1996, five years before East Timor regained its independence. It thus serves as a record of the basic materials relating to the historical background, to the circumstances of the Indonesian invasion and following incorporation of East Timor, to the subsequent development of the dispute in the light of the international community's response to it, and, finally, to the 1995 judgment of the International Court of Justice in the case concerning East Timor between Portugal and Australia. The volume contains a substantive introduction which places the documents in context and provides an overview of the political and legal issues of the dispute.

This book examines the development of Timor-Leste’s foreign policy since achieving political independence in 2002. It considers the influence of Timor-Leste’s historical experiences with foreign intervention on how the small, new state has pursued security. The book argues that efforts to secure the Timorese state have been motivated by a desire to reduce foreign intervention and dependence upon other actors within the international community. Timor-Leste’s desire for ‘real’ independence — characterized by the absence of foreign interference — permeates all spheres of its international political, cultural and economic relations and foreign policy discourse. Securing the state entails projecting a legitimate identity in the international community to protect and guarantee political recognition of sovereign status, an imperative that gives rise to Timor-Leste’s aspirational foreign policy. The book examines Timor-Leste’s key bilateral and multilateral diplomatic relations, its engagement with the global normative order, and its place within the changing Asia-Pacific region.

Dependent Communities written by Caroline Hughes and has been published by Cornell University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-05-31 with Political Science categories.

Dependent Communities investigates the political situations in contemporary Cambodia and East Timor, where powerful international donors intervened following deadly civil conflicts. This comparative analysis critiques international policies that focus on rebuilding state institutions to accommodate the global market. In addition, it explores the dilemmas of politicians in Cambodia and East Timor who struggle to satisfy both wealthy foreign benefactors and constituents at home-groups whose interests frequently conflict. Hughes argues that the policies of Western aid organizations tend to stifle active political engagement by the citizens of countries that have been torn apart by war. The neoliberal ideology promulgated by United Nations administrations and other international NGOs advocates state sovereignty, but in fact "sovereignty" is too flimsy a foundation for effective modern democratic politics. The result is an oppressive peace that tends to rob survivors and former resistance fighters of their agency and aspirations for genuine postwar independence. In her study of these two cases, Hughes demonstrates that the clientelist strategies of Hun Sen, Cambodia's postwar leader, have created a shadow network of elites and their followers that has been comparatively effective in serving the country's villages, even though so often coercive and corrupt. East Timor's postwar leaders, on the other hand, have alienated voters by attempting to follow the guidelines of the donors closely and ignoring the immediate needs and voices of the people. Dependent Communities offers a searing analysis of contemporary international aid strategies based on the author's years of fieldwork in Cambodia and East Timor.

East Timor written by John G Taylor and has been published by Zed Books this book supported file pdf, txt, epub, kindle and other format this book has been release on 1999-11 with History categories.

"In this updated and much expanded edition of his book, Indonesia's Forgotten War: The Hidden History of East Timor, John Taylor tells in detail the story of what happened to this island people following President Suharto's downfall in the wake of the Asian economic crisis. The new Indonesian government conceded the right of the United Nations to organise the long delayed referendum giving the East Timorese a choice between continued association with Indonesia or independence. At the very moment the historic vote was being counted, however, armed gangs organised by elements of the Indonesian military plunged the island into an orgy of killing, burning and forced flight. An appalled world witnessed their bloody defiance of the people's will and of the international community. John Taylor analyses the world' reaction to this new genocide of the East Timorese people, the belated despatch of a peacekeeping force, and the prospects of independence."--Jacket.

In the forceful tradition of Nobel laureate Jose Ramos-Horta's FUNU (Red Sea Press 1987), the present worl advocates self-determination for and the urgent need for UN intervention in the former Portuguese colony of East Timor. Since 1975, when neighboring Indonesia invaded and occupied this small Southeast Asian half-island, an amazingly creative and dedicated international community of activists has arisen over this question. Now, the Nobel Committee's award of the 1996 Peace Prize to Mr. Ramos-Horta and his compatriot, Bishop Carlos Ximenes Belo, is drawing worldwide attention to this ongoing tragedy.

The terror campaign by pro-Indonesian armed groups before, during, and after East Timor's independence referendum in 1999 was a blatant challenge to the international community as many of the acts of murder, political intimidation, destruction, and mass deportation took place before the eyes of the world. Yet still the ultimate responsibility has been denied and obscured. Masters of Terror provides an authoritative analysis and documentation of the brutal operations carried out by the Indonesian army and its East Timorese allies. The authors carefully assemble detailed accounts of the actions of the major Indonesian officers and East Timorese militia commanders accused of gross human rights violations. This indispensable work explores a horrific frontal attack on democracy and calls for the establishment of an international tribunal for crimes against humanity in East Timor.

The book consists of three sections detailing the history of the crisis, policy analysis and comparative analysis with peace-building initiatives by the UN in Cambodia. The book updates the study on East Timor by also discussing the state-building process such as the UNDP organised Recovery, Employment and Stability Programme for Ex-Combatants and communities, the Serious Crimes Unit and the Commission for Reception, Truth and Reconciliation in East Timor

This theses describes the history of Indonesia and East Timor as former colonial states. Indonesian leaders believed that East Timor was part of Indonesia's pre-colonial family and legacy, but East Timorese were more influenced by the Portuguese 450 years colonialism. In 1975, the Government of Indonesia launched a military intervention and occupied East Timor. In the Cold- War era, having feared that the communist movement had infiltrated East Timor, the United States and its allies thus supported Indonesian military intervention in East Timor. The reaction of the international community was to condemn the Indonesian military intervention of East Timor. Indonesia always received some support from year to year in United Nations' resolutions. This study examines the different views of major countries in the East Timor case during the Cold War and its aftermath. The situation in East Timor changed dramatically after the Cold War ended. The Association of Southeast Asian Nations (ASEAN), as a mature organization, will continue to play a critical role in the future of East Timor. This theses concludes by exploring the ASEAN role in rebuilding East Timor both politically and economically.
