This volume assesses the nexus of gender and transboundary water governance, containing empirical case studies, discourse analyses, practitioners’ accounts, and theoretical reflections. Transboundary water governance exists at the intersection of two highly masculinised fields: diplomacy and water resources management. In both fields, positions are mainly held by men, and core ideas, norms, and guiding principles that are presented as neutral, are both shaped by men and based on male experiences. This book sheds light on the often hidden gender dynamics of water conflict and cooperation at the transboundary level and on the implicit assumptions that guide research and policies. The individual chapters of the book, based on case studies from around the world, reveal the gendered nature of water diplomacy, take stock of the number of women involved in organisations that govern shared waters, and analyse programmes that have been set up to promote women in water diplomacy and the obstacles that they face. They explore and contest leading narratives and knowledge that have been shaped mainly by privileged men, and assess how the participation of women concretely impacts the practices, routines, and processes of water negotiations. This volume will be of great interest to students and scholars of water governance, water diplomacy, gender, international relations and environmental politics. The Western liberal democratic world order, which seemingly triumphed following the collapse of communism, is looking increasingly fragile as populists and nationalists take power in the United States, Europe and elsewhere, as the momentum of democratization in developing countries stalls, and as Western liberal establishments fail to deal with economic stagnation, worsening political polarization, social inequality, and migrant crises. At the same time there is a shift of economic power from the West towards Asia. This book explores these critical developments and their consequences for the world order. It considers how far the loss of the West’s power to dominate the world order, together with the relative decline of US power and its abdication of its global leadership role, will lead to more conflict, disorder and chaos; and how far non-Western actors, including China, India and the Muslim world, are capable of establishing visionary policy initiatives which reconfigure the paths and rules of economic integration and globalization, and the mechanisms of global governance. This book offers an East-West comparative analysis of mediatised terrorism. This is the first country-specific analysis of the mediatisation of terrorism, with Pakistan and Australia representing the two worlds, respectively. Caught up in the ‘9/11 effect’, Australia is known for its anti-terror ‘hyper-legislation’, despite the implausible nature of the threat. In contrast, Pakistan is plagued by terrorism, yet the military establishment favours a duplicitous policy of fighting militant groups selectively. To understand how the two diverse cultural sites, with their very different experiences of terrorism, make sense of this unpredictable threat, the book uses Beck’s World Risk Society theory as a conceptual framework to examine the production and construction of news narratives around the risk of terrorism in both countries through textual analysis of local news stories and in-depth interviews with Australian and Pakistani journalists. Narratives about ‘global terrorism’ are mostly ‘Western’, with fear of its impact on ‘Western’ democracy and civilisation. This book aims to fill the gap and present a nuanced understanding of global terrorism by examining the characteristics of the phenomenon in a Western as well as an Eastern location and the ways in which the risk of terrorism is being played out in the two worlds. This book will be of much interest to students of critical terrorism studies, media studies, Asia-Pacific politics, and International Relations.
