The Western liberal democratic world order, which seemingly triumphed following the collapse of communism, is looking increasingly fragile as populists and nationalists take power in the United States, Europe and elsewhere, as the momentum of democratization in developing countries stalls, and as Western liberal establishments fail to deal with economic stagnation, worsening political polarization, social inequality, and migrant crises. At the same time there is a shift of economic power from the West towards Asia. This book explores these critical developments and their consequences for the world order. It considers how far the loss of the West’s power to dominate the world order, together with the relative decline of US power and its abdication of its global leadership role, will lead to more conflict, disorder and chaos; and how far non-Western actors, including China, India and the Muslim world, are capable of establishing visionary policy initiatives which reconfigure the paths and rules of economic integration and globalization, and the mechanisms of global governance. The book also assesses the sustainability of the economic rise of China and other non-Western actors, explores the Western liberal democratic order’s capacity for resilience, and discusses how far the outlook is pessimistic or optimistic.

COVID-19 sparked the largest global crisis of the 21st century, extending well beyond public health. For some, the impact was swift and dramatic, with the pandemic pushing tens of millions into poverty and creating extreme food insecurity; for others, the transformations are still bubbling under the surface. Efforts to arrest the spread of COVID-19 entailed far-reaching forms of government intervention and the extensive use of new technologies. Questions thus remain as to whether the societal changes brought about by COVID-19 will endure in the post-pandemic period. The return of geopolitics, along with the war in Ukraine and tensions in Asia, have further complexified an already complex global situation. Since March 2020, there has been an explosion of analyses about the short-term impacts and future global consequences of COVID-19. Parallels to the 1930s collapse of Europe have been made, as recounted by Stefan Zweig in his famous memoir, The World of Yesterday. While most commentators are pessimistic, some are looking for positive change. Faced with this unprecedented crisis, we have been propelled to think about how, in the “next world,” we can strengthen economic prosperity, social justice, the environment, gender relations, public health, and political institutions—or at least ensure that these features of our world do not continue to deteriorate. In The Afterworld, 50 professors from four Montreal universities, among the foremost experts in their fields, propose progressive, pragmatic, and social science-based ideas with the potential to improve international cooperation, security, human rights, and sustainable prosperity beyond the pandemic.

The era of hyperglobalization once hailed as the 'end of history' was characterised by boundless capitalist expansion. The neoliberal revolution gave rise to a politics of scale aimed at the centralization and unification of states and state systems: the replacement of national with global governance or, in Europe, of the nation-state with a supranational superstate, the European Union. The 'New World Order' proclaimed by the United States in the wake of the Soviet collapse proved to be ungovernable by democratic means. Instead, it was ruled through a combination of technocracy and mercatocracy, failing spectacularly to provide for political stability, social legitimacy and international peace. Marked by a series of economic and institutional crises, hyperglobalization gave rise to various kinds of political countermovements that rebelled against and ultimately stopped the upward transfer of state authority in its tracks. This book analyses the ongoing tug-of-war between the forces of globalism and democracy, of centralization and decentralization, and unification and differentiation of states and state systems, and how they are tied to the advance of global capitalism and the prospects for its social and democratic regulation. Exploring the possibility for states and the societies they govern to take back control over their collective fate, the book is an attempt at a renewed theory of the state in political economy. Inspired by the work of Karl Polanyi and John Maynard Keynes, it discusses the potential outlines of a state system allowing for democratic governance within and peaceful cooperation between sovereign nation-states.
