When a country emerges from violent conflict, the management of the environment and natural resources has important implications for short-term peacebuilding and long-term stability, particularly if natural resources were a factor in the conflict, play a major role in the national economy, or broadly support livelihoods. Only recently, however, have the assessment, harnessing, and restoration of the natural resource base become essential components of postconflict peacebuilding. This book, by thirty-five authors, examines the experiences of more than twenty countries and territories in assessing post-conflict environmental damage and natural resource degradation and their implications for human health, livelihoods, and security. The book also illustrates how an understanding of both the risks and opportunities associated with natural resources can help decision makers manage natural resources in ways that create jobs, sustain livelihoods, and contribute to economic recovery and reconciliation, without creating new grievances or significant environmental degradation. Finally, the book offers lessons from the remediation of environmental hot spots, restoration of damaged ecosystems, and reconstruction of the environmental services and infrastructure necessary for a sustainable peace. Assessing and Restoring Natural Resources in Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six books of case studies and analyses, with contributions by practitioners, policy makers, and researchers. More than 13 million people are still affected by the crisis in the Horn of Africa. There were clear early warning signs many months in advance, yet there was insufficient response until it was far too late. This briefing, published jointly by Oxfam and Save the Children, examines the factors that allowed a drought in Ethiopia, Kenya, Somalia and Djibouti to develop into a full-scale crisis of hunger and livelihoods, such that millions of people suffered and thousands died. Its main focus is the response of international aid system, although the ultimate importance of enhanced resilience for the communities themselves is recognised. Recommendations: A change in approach to chronic drought situations is needed: managing the risks, not the crisis. This means that the all actors {u2013} national governments, donors, NGOs, and the UN need to: act decisively on information from early warning systems and not wait for certainty before responding; actively seek to reduce drought risk in all activities, ensuring that long-term development interventions increase resilience and adapt to the changing context; and change organisational structures, invest in people and provide flexible funding in order to break down the divisions between humanitarian and development work.

In addressing humanitarian crises, the international community has long understood the need to extend beyond providing immediate relief, and to engage with long-term recovery activities and the prevention of similar crises in the future. However, this continuum from short-term relief to rehabilitation and development has often proved difficult to achieve. This book aims to shed light on the continuum of humanitarian crisis management, particularly from the viewpoint of major bilateral donors and agencies. Focusing on cases of armed conflicts and disasters, the authors describe the evolution of approaches and lessons learnt in practice when moving from emergency relief to recovery and prevention of future crises. Drawing on an extensive research project conducted by the Japan International Cooperation Agency Research Institute, this book compares how a range of international organizations, bilateral cooperation agencies, NGOs, and research institutes have approached the continuum in international humanitarian crisis management. The book draws on six humanitarian crises case studies, each resulting from armed conflict or natural disasters: Timor-Leste, South Sudan, the Syrian crisis, Hurricane Mitch in Honduras, the Indian Ocean earthquake and tsunami in Indonesia, and Typhoon Yolanda. The book concludes by proposing a common conceptual framework designed to appeal to different stakeholders involved in crisis management. The analysis and interpretation of conflicts can be a dangerously simplistic exercise. A western, developed socio-economic perspective can simplify conflicts in the so-called ‘Third World’ as the inevitable struggles of people who cannot coexist because of ethnic, religious or cultural differences. While acknowledging that many contemporary conflicts are characterised and influenced by these factors, this book calls for an approach to conflict prevention and resolution which mainly addresses the underlying political, economic and social causes. The conflict in Sudan, where narratives evolved from an interpretation based on religious differences between a Muslim North and the Christian South, provides a case study through which the author explores how most prevention and resolution strategies were based on flawed assumptions leading to poor results. By focusing instead on the underlying socio-economic inequality and marginalisation among groups she analyses the dynamics of the complex peace process to ascertain if and how economic and social rights were effectively included and implemented as a part of the peace agreement, including after South Sudan’s independence.

In the decades following the collapse of state socialism at the end of 1980s, disabled people in Central and Eastern Europe endured economic marginalisation, cultural devaluation and political disempowerment. Some of the mechanisms producing these injustices were inherited from state socialism, while others emerged with postsocialist neoliberalisation. State socialism promised social security guaranteed by the public, and postsocialist neoliberalisation promised independent living underpinned by the market. This book argues that both promises failed as far as disabled people were concerned, drawing on a wide range of scholarly reports and analyses, policy documents, legislation, and historical accounts, as well as on disability studies and social justice theory. This paper seeks to enhance our understanding of resilience processes, activities, and outcomes by examining initiatives to enhance resilience capacity that are designed and implemented by nongovernmental organizations (NGOs). The paper begins with a review of the evolution in thinking about the concept of resilience that has occurred over the past five years. This is followed by a review of the wide range of strategies and interventions employed by NGOs to build resilience capacity. The paper then presents several case studies that highlight NGO efforts to enhance resilience either by focusing on a specific vulnerable population and shock or by integrating, sequencing, and layering activities to support and protect core programming goals (for example, food and nutrition security, poverty reduction) while contributing overall to enhanced resilience capacity. Finally, the paper reviews measurement issues related to resilience, the challenges encountered by NGOs, and lessons learned. The paper concludes with a number of recommendations for improving NGO resilience programming.
