There are many reasons why strategic intelligence is required to support policy decisions. These primarily stem from the nature of today's kno- edge society with two contrasting trends. On the one hand, there is a trend of increasing human intelligence in the economic, social and political s- tems. On the other hand, there is a trend towards dissolving certainties about the problems and solutions of today's society. Clearly, more inf- mation does not necessary imply more certainties on how to act. What is more, the same facts are often interpreted in markedly different ways: the same policy relevant information can – and often does – results in confli- ing framing of a problem by different stakeholders. This is mainly due to competing assumptions, rather then because of inconsistent facts. The- fore, it is not surprising that policy-makers are calling for strategic intel- gence to support their understanding of today's challenges, including the relevant aspects of science and technology, their impact and their possible future developments. Over the last 15 years, Europe has rapidly adopted the practice of dev- oping and using Impact Assessment (IA) tools to support decision-making. Formal procedures and guidance for IA are well established within the European Commission and in most EU Member States. The adoption of IA procedures alone, however, does not guarantee that every policy domain is actually using the full potential of these assessment tools in the preparation of policies and legislation.

The patterns of land use that have evolved in Europe reflect the boundaries set by the natural environment and socio-economic responses to the needs of the population. Over the centuries man has been able to overcome increasingly the constraints placed on land use by the natural environment through the development of new technologies and innovations, driven by an increasing population and rising material expectations. However, activities are still ultimately constrained by natural limitations such as climatic characteristics and associated edaphic and vegetational features. A major problem for land management, in its broadest sense, can be a reluctance to foresee the consequent ecological changes. This means that mitigating strategies will not be implemented in time to prevent environmental degradation and social hardship, although in many parts of Europe, over some centuries, demands have been met in a sustainable way, by sound, prudent and temperate expectations that have dictated management regimes. The management of land in Europe has always been a complex challenge: land is the primary, though finite resource. DeciSions regarding the use of land and manipulation of ecosystem dynamics today may affect the long-term primary productivity of the resource. Decisions to change land use may be virtually irreversible; urbanization is an illustration of the influence of population density on the land resource.

Four unique pan-European CORINE Land Cover datasets—CLC1990, CLC2000, CLC2006, and CLC2012— and three datasets concerning changes between 1990 and 2012 have presented the first-ever opportunity to observe the European landscape by means of land cover and its change. This book brings together all these datasets to demonstrate the methods of identification, analysis and assessment of the European land cover and its changes that took place during the intervals of 1990–2000, 2000–2006, and 2006–2012. It provides examples in which CLC data plays a role in offering solutions to European environmental problems such as the monitoring of urban dynamics, land fragmentation, ecosystems mapping and assessment, and high nature value farmland characteristics. Existing environmental problems require new approaches, and European Landscape Dynamics: CORINE Land Cover Data indicates a set of outlooks for CLC data generation that produce more detailed levels of analysis and bottom-up approaches while addressing the relationship of CLC data to the Infrastructure for Spatial Information in Europe (INSPIRE). The European Landscape is under stress of changing land use and a changing attitude of its users. Globalization, the disappearance of the iron curtain and the recent EU enlargement to 25 countries have changed the economic and environmental dimensions of Europe. Europe is changing its face from a western and eastern part to one European Union and to fast connections between its centres of activity. The rural and cultural heritage of Europe has to be adapted to cope with this change. However, its landscape is worth to be conserved as well, because it represents the European history in the same way as castles and churches. It even more represents the history of the common people, because it has been the tradition of the rural population that made these landscapes. It cannot be prevented that Europe is changing and it is good that Europe adapts to the new dimensions of the world. We, in Europe, have to define what we think is important and what must be conserved, what can be adapted to be used for new functions and what can be abolished because it has no value. These decisions will determine the new dimensions of the European landscapes. The Frontis Workshop on the New Dimensions of the European Landscape was held on 10-12 June 2002. Wageningen University and Research Centre organized this workshop aiming to develop visions on the landscape in Europe, its development and design in the future and to strengthen the international network in landscape planning.
