This book is a sequel to our first report of ASIAN LINK PROJECT in 1985: Econometric Models of Asian LINK, Springer-Verlag, Tokyo - Berlin - New York. Now the scope is expanded to Asian-Pacific Countries in coverage, so that this monograph presents the econometric models of Japan, the United States, Canada, China, Korea, Taiwan, Hong Kong, Thailand, the Philippines, Malaysia, Singa pore, Indonesia, Australia and the European Community. We are particularly happy to have included the excellent models of Australia and Canada whose economies are essential parts of the Asian-Pacific Economic Community. Most of those models were presented at the Workshop of Asian Link Project held in Bandung, Indonesia at the time of the Second Convention of the East Asian Eco nomic Association, 1990. Those models have been up-dated since then, and several other important models were added. Unlike our previous book, we have not tried here to link these national models as a regional or global model in any way, ex cept for the model by S. Kinoshita which offers a regional linkage for Pacific-basin economies by linking the US, Japan, Canada, the European Community coun tries as a group, Asian NIEs (Korea, Hong Kong, Taiwan), ASEAN (Indonesia, Malaysia, the Philippines, Singapore) and East Asian economies. As we argued in our previous publication, we tried to publish these econometric models again with the statistical data as much as we could, so as to enable the reader examine the estimation and performance of the models by himself.

This book surveys existing similar econometric models in Japan and offers several econometric models combining Japan, the US and other Asia-Pacific countries. These models have been explored by the author and his group at Nagoya University and other institutions for three decades, and are applied for the following four objectives. First, they construct a world econometric model of industry and trade, and thereby quantitatively assess the impacts of protective US trade policies and Japan's technical progress on Asia-Pacific economies. Second, they use an international input-output table, including China, to analyze the interdependence between Japanese firms with the subsidiaries in the US and Asia, and other foreign companies. Third, they use a small link model of China, Japan, Korea and the US, and thereby evaluate the macroeconomic effects of the respective fiscal policies. Asia was probably the biggest economic sensation of the post-war decades. "While global trade negotiations remain stalled, two tracks of trade negotiations in the Asia-Pacific--the proposed Trans-Pacific Partnership (TPP) agreement and a parallel Asian track--could generate momentum for renewed liberalization and provide pathways to region-wide free trade. We estimate that world income would rise by $295 billion per year on the TPP track, by $766 billion if both tracks are successful, and by $1.9 trillion if the tracks ultimately combine to yield region-wide free trade. The tracks are competitive initially but their strategic implications appear to be constructive: they generate incentives for enlargement and mutual progress and, over time, for region-wide consolidation. The "21st century" template of the TPP would be especially productive because it is likely to offer opportunities for the leading sectors of both emerging-market and advanced economies. An ambitious TPP template would generate greater gains from integration than less demanding alternatives, but it will be harder to sell to China and other key regional partners as the TPP evolves toward wider agreements. What are the choices the Asia-Pacific community will face if it proceeds further down the path of developing preferential regional trading arrangements? Fragmentation of the region into preferential trading arrangements on a bilateral or subregional basis promises relatively little economic gain and considerable risk of increased trade conflict. Larger preferential trading blocs, spanning the whole of East Asia, the Western Pacific, or the APEC membership, offer greater potential economic benefits but also face formidable political obstacles. In this study, Scollay and Gilbert weigh the economic consequences of the increased use of preferential trading arrangements in the Asia-Pacific region, whether these develop on the basis of trans-Pacific cooperation or solely within the East Asian or Western Pacific sub-regions. They evaluate the economic effects of both the existing proposals for new bilateral and multilateral agreements and of more far-reaching developments involving the creation of a substantial trading bloc or blocs in the region. Comparisons between the economic effects of establishing such bloc(s) in the region and the effects of achieving APEC's Bogor goals on the basis of "open regionalism" suggest that the latter approach continues to offer a worthwhile alternative. The study demonstrates that the benefits of global free trade dominate those available from establishment of any combination of major blocs or from APEC's "open regionalism".
