Il Gruppo di Discussione "Crescita, Investimenti e Territorio" è un think-tank composto da più di 50 noti economisti, sia del mondo accademico sia di altre istituzioni, e in questo libro propone le linee guida di una “nuova politica industriale e regionale", che mira alla ripresa dell’economia europea e italiana. La ripresa dell’economia è insoddisfacente ed è urgente cambiare le politiche economiche seguite dai governi e dalle istituzioni europee, che hanno fatto perdere tempo e risorse con l’obiettivo dell’austerity “ordo-liberista” e delle riforme strutturali “neo-liberiste”. Il rilancio dell’economia deve essere promosso da un grande programma di investimenti sia pubblici che delle imprese private. Il “mercato” da solo non è in grado di dare risposte al problema della crescita e della disoccupazione. L’obiettivo della piena occupazione richiede la creazione di nuove produzioni e nuove imprese, che mirino a rispondere ai nuovi bisogni dei cittadini nel territorio. Nuovi investimenti materiali e immateriali sono necessari per innalzare la produttività e i salari e far crescere così la domanda interna per consumi. Gli investimenti devono focalizzarsi sulle aree urbane, che rappresentano i nodi geografici, economici e culturali dell’economia europea e possono essere un grande laboratorio per lo sviluppo di nuovi prodotti, servizi e occupazione. La "nuova politica industriale e regionale" deve stimolare la creazione di nuova conoscenza, la fiducia nel futuro, la volontà di intraprendere delle imprese. La proposta di politica economica, industriale e regionale del Gruppo di Discussione "Crescita, Investimenti e Territorio” mira a promuovere lo sviluppo delle reti di innovazione e di conoscenza, la collaborazione tra i diversi attori nei sistemi di innovazione nazionali, regionali e locali, e il sostegno all’innovazione e all’investimento da parte delle università, delle banche, dei lavoratori, del sindacato, delle amministrazioni pubbliche e delle associazioni dei cittadini e consumatori. Risulta necessario potenziare le istituzioni intermedie, adottare moderne forme di governance multilivello, assicurare un maggiore decentramento delle decisioni di politica, e rafforzare le capacità progettuali delle istituzioni pubbliche locali e la loro capacità nella fornitura di nuovi servizi pubblici, di migliore qualità e più efficienti. La ripresa dell’economia europea e italiana e la fiducia nel futuro di una più solida integrazione europea devono iniziare da una “nuova politica industriale e regionale” centrata su un grande programma europeo di investimenti innovativi, che parta dal territorio e si concentri sulla rete delle centinaia di città e regioni europee delle diverse dimensioni, ove operano le imprese e vivono i cittadini.

This book highlights the use of an outcome-oriented view of performance to frame and assess the desirability of the effects produced by adopted policies, so to allow governments not only to consider effects in the short, but also the long run. Furthermore, it does not only focus on policy from the perspective of a single unit or institution, but also under an inter-institutional viewpoint. This book features theoretical and empirical research on how public organizations have evolved their performance management systems toward outcome measures that may allow one to better deal with wicked problems. Today, ‘wicked problems’ characterize most of governmental planning involving social issues. These are complex policy problems, underlying high risk and uncertainty, and a high interdependency among variables affecting them. Such problems cannot be clustered within the boundaries of a single organization, or referred to specific administrative levels or ministries. They are characterized by dynamic complexity, involving multi-level, multi-actor and multi-sectoral challenges. In the last decade, a number of countries have started to develop new approaches that may enable to improve cohesion, to effectively deal with wicked problems. The chapters in this book showcase these approaches, which encourage the adoption of more flexible and pervasive governmental systems to overcome such complex problems. Outcome-Based Performance Management in the Public Sector is divided into five parts. Part 1 aims at shedding light on problems and issues implied in the design and implementation of “outcome-based” performance management systems in the public sector. Then Part 2 illustrates the experiences, problems, and evolving trends in three different countries (Scotland, USA, and Italy) towards the adoption of outcome-based performance management systems in the public sector. Such analyses are conducted at both the national and local government levels. The third part of the book frames how outcome-based performance management can enhance public governance and inter-institutional coordination. Part 4 deals with the illustration of challenges and results from different public sector domains. Finally the book concludes in Part 5 as it examines innovative methods and tools that may support decision makers in dealing with the challenges of outcome-based performance management in the public sector. Though the book is specifically focused on a research target, it will also be useful to practitioners and master students in public administration .
