Using primarily Russian sources, this book explains the political and economic aspects of nuclear power. The nuclear fuel cycle is described, from the mining of natural uranium to the ultimate power generation, and to reprocessing to produce plutonium which is essential for both electricity generation and for weapons production. Historical aspects of nuclear developments in Germany, the USA, India, China and the Soviet Union are also considered and explained. The book then proceeds to argue that Russia is more powerful today in its nuclear weapons system and delivery than ever before, and that it is precisely this which has provoked President Trump to cancel the strategic nuclear weapons reduction treaty.

Nuclear power has been questioned almost since its early stages and one of the major issues in relation to its social acceptability around the world is nuclear waste management. An important and inevitable by-product of nuclear energy production is the spent nuclear fuel that needs to be managed and handled in a safe, responsible and effective way. Thus, reprocessing and recycling of spent nuclear fuel (SNF) could be one of the key points to advance the social acceptability of nuclear energy. Hence, it is very significant to know the technologies available for SNF management, their advantages and disadvantages, the technologies that are currently under research and the future R&D tendencies, as well as which alternative suits better the needs for each country and its particular context. Furthermore, the interactions among legal, economic, and technological issues are essential. This book covers the state of the art technologies on the recycling and reprocessing of spent nuclear fuel, reviewing past and current technologies, the possible implications of Fourth Generation nuclear reactors, and associated safely and security issues. It introduces both the conventional cycle along with new fuel cycle technologies and analyzes the benefits, economic considerations, and proliferation risks of spent nuclear fuel reprocessing. This book gives an overall view of the technologies available for SNF management, analyses the economic cost that the use of the different technologies could entail, as is key when selecting a strategy for SNF management, highlights the importance of the legislation and some intangible assets, such as social acceptability of the technology, which can have an influence so important that it may lead to the disappearance of that technology by making it economically unviable. This book will be of valued for Students, researchers as well as professionals working on the separation and recycling of spent nuclear fuel.

Disposal of radioactive waste from nuclear weapons production and power generation has caused public outcry and political consternation. Nuclear Wastes presents a critical review of some waste management and disposal alternatives to the current national policy of direct disposal of light water reactor spent fuel. The book offers clearcut conclusions for what the nation should do today and what solutions should be explored for tomorrow. The committee examines the currently used "once-through" fuel cycle versus different alternatives of separations and transmutation technology systems, by which hazardous radionuclides are converted to nuclides that are either stable or radioactive with short half-lives. The volume provides detailed findings and conclusions about the status and feasibility of plutonium extraction and more advanced separations technologies, as well as three principal transmutation concepts for commercial reactor spent fuel. The book discusses nuclear proliferation; the U.S. nuclear regulatory structure; issues of health, safety and transportation; the proposed sale of electrical energy as a means of paying for the transmutation system; and other key issues.

When we first contemplated a book on this subject we were faced with a number of options: (a) to write it all ourselves, which would have had the merit of internal consistency and continuity of style; (b) to produce a collection of existing papers. which would have given us expert views in the various sub-fields of the economics of nuclear energy and would have put us in the position of knowing from the start exactly what the authors' contribu tions would be: (c) to commission contributions from individual specialists, chapter by chapter; or (d) some combination of these options. We settled for the last - we have written some of the material ourselves, have obtained permission to use some existing papers that seem to us to be valuable contributions to the subject, and have been fortunate in persuading a number of eminent people in their fields to produce papers especially for the book. This has given us a great deal of work and taken up more time than we planned for but we believe the result justifies this time and effort. It enabled us to design a structure for the book from the outset, recognizing that there are several aspects to the economics of nuclear energy - especially if we take a broad view of what is embraced by the word 'economics'.

This book presents the factual, precise, complete and accessible economic elements of nuclear energy in order to contribute to an informed and dispassionate debate. It begins with an in-depth analysis of the strategic policies relating to nuclear energy in France and around the world. The methodological aspects are presented exhaustively and illustrated with detailed examples and case studies. This book provides a relevant economic study of the fuel component of nuclear energy. In this context, aspects of the uranium market are presented, before describing in detail the technical and economic components upstream of the nuclear cycle

This book is a unique introduction to the economic costs of nuclear power. It examines the future of the nuclear power industry and unpacks the complicated relationships between its technical, economic and political variables. It does so by modelling the costs, risks and uncertainties of one of the world’s most opaque industries using micro-econometrics, econometrics, and cost engineering. Economics of Nuclear Power examines the very important costs of externalities (storing of nuclear waste and the impact of a Chernobyl or Fukushima event) and compares those to the externalities of alternative carbon based energies (oil, coal, natural gas). With over 100 tables and figures this book details nuclear power production around the world - present and planned, providing a completely global focus. It also includes an overview of the past 70 years of international nuclear power developments. This book is essential reading for students, scholars and professionals interested in energy economics, nuclear engineering and energy policy.

Nuclear Nonproliferation: The Spent Fuel Problem examines the debate concerning the storage of spent fuel generated by nuclear reactors and its implications for nuclear nonproliferation efforts. Potential barriers to the establishment or expansion of national storage facilities for spent fuel are discussed, along with alternatives. This book covers a broad spectrum of possible multinational and international arrangements for spent fuel management, ranging from relatively benign international oversight of national facilities to arrangements for bilateral and regional cooperation, and even the creation of entirely new international institutional mechanisms. The technical, economic, political, and legal aspects of managing spent fuel are explored, paying particular attention to Eastern Europe, Western Europe, the Indian Ocean Basin, Asia, the Middle East, and Latin America. Public attitudes toward nuclear energy, especially with regard to the issue of radioactive waste disposal, are also considered. The final chapter looks at the political aspects of nuclear nonproliferation in general and of spent fuel management in particular. This monograph will be of interest to government officials and policymakers concerned with nuclear energy and nonproliferation.
