First published in 1982, this reissue deals with the theory of underdevelopment, as Dr. de Silva attempts a synthesis between the internal and external aspects of underdevelopment and, in the Marxist tradition, focuses on the impact of the external on the internal as the dominant reality. Viewing underdevelopment as a problem in the non-transformation to capitalism, this analysis is in terms of the character of the dominant capital and of the dominant classes. Underdevelopment thus encompasses the ‘traditional’ peasant economy and also the export sector where the ‘modernizing’ influence of colonialism was felt. The period since the 1980s has seen sustained pressure on Africa’s political elite to anchor the continent’s development strategies in neoliberalism in exchange for vitally needed development assistance. Rafts of policies and programmes have come to underpin the relationship between continental governments and the donor communities of the West and particularly their institutions of global governance – the International Financial Institutions. Over time, these policies and programmes have sought to transform the authority and capacity of the state to effect social, political and economic change, while opening up the domestic space for transnational capital and ideas. The outcome is a continent now more open to international capital, export-oriented and liberal in its political governance. Has neoliberalism finally arrested under development in Africa? Bringing together leading researchers and analysts to examine key questions from a multidisciplinary perspective, this book involves a fundamental departure from orthodox analysis which often predicates colonialism as the referent object. This innovative study compares the history of economic ideas and ideologies in Romania and Brazil - and more broadly, those in East Central Europe and Latin America - in the late nineteenth and twentieth centuries. Whereas previous histories of the idea of economic development have focused on 'First World' theorists, this book considers theorists in two 'backward' countries who made important contributions to the field. Latin America is well known to economic historians as the region that gave rise to the Structuralist school and Dependency movement. Less well known is the fact that East Central Europe is important as the early training ground and the empirical concern of the first generation of development economists. This comparative study examines the ways in which economists and other social scientists in Romania and Brazil confronted the issues of economic backwardness.
