Jumpstarting South Asia focuses on the slowing pace of economic growth and makes the case for a two-pronged strategy to jumpstart South Asian economies. South Asian countries should complete the economic reform process that they had begun in the 1980s and the early 1990s and implement the more microeconomic reforms, namely, the sectoral, and governance and institutional reforms to enhance competition and improve the operation of markets. They should also implement the second round of ‘Look East’ policies or LEP2 to link themselves to production networks in East Asia, their fastest-growing market, and develop production networks in manufacturing and services within their region. This book argues that the proposed strategy will lead to a win-win situation for all countries in South Asia and East Asia, and also reinvigorate economic integration within South Asia. This book analyzes state-owned enterprises (SOEs), which are still significant players in many Asian economies. They provide essential public services, build and operate key infrastructure, and are often reservoirs of public employment. Their characteristics and inherent competitive advantages as publicly owned enterprises allow them to play these critical roles. Their weaknesses in governance and inefficiencies in incentive structures, however, also often lead to poor performance. SOEs must be efficient, transparent, and accountable to level the playing field for private companies, secure the growth of a vibrant private sector, and achieve sustained and inclusive economic growth. This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.

Given the impressive growth in East Asia after World War II, initially led by Japan, the region's development models have been scrutinized since the 1980s. The shared Confucian cultural heritage, strong government guidance, and export led economies were often cited as contributors to the impressive growth. However, major changes have taken place in Asia on and around the turn of the century: Japan experienced two decades of economic slow-down, while World Bank figures reveal that China is poised to become the largest economy in the world in 2014, overtaking the United States. Bearing this in mind, is it even possible to formulate an East Asian development model in the context of a shifting twenty-first century? And if so, what is it? This book addresses this issue by looking at the economic, political and cultural perspectives of China, Japan and South Korea, focusing on dynamism and potential consensus regarding an East Asian development model. The chapters offer a historical background to the East Asian development model, as well as in-depth case studies of each of the countries concerned to show that whilst the East Asian development model does have distinct characteristics as compared with other areas, and other countries may draw some insights from the East Asian experience, it is not a panacea that fits all circumstances and fits all times. The West no longer regards communism in East Asia as a threat. On the contrary, because the communist party states of East Asia appear to be undergoing a process of reform directed primarily at economic modernization, it is now regarded as a potential market. The West’s attitude is reinforced by the recognition of East Asia’s economic importance more generally – a perception which in itself undoubtedly stimulated reform in the region’s communist party states. The causes, extent and consequences of reform in the East Asian communist party states are the concerns of the contributions to this volume, first published in 1988. It includes chapters on the reform process in China, North Korea, Vietnam and Mongolia; as well as examinations of the roles played by both China and the Soviet Union in the Asia-Pacific region. They demonstrate that a belief in a simple, single process of economic and political liberalization – brought about by the drive for economic modernization, the production imperative – is a misleading argument. Although the production imperative might act as a stimulus to reform, it is neither a sufficient nor even a necessary condition. In individual countries the communist party’s search for legitimacy, a change of leadership, or the relationship with the USSR have equally been the spur to reform. The drive for economic modernization may even be a consequence of the communist party’s desire to reform rather than a cause. The absence of a uniform pattern does not detract from the potential consequences of economic and political change. These challenge socialist thinking on the nature of collective life, ownership and rural society.
