Originally developed as individual lectures in Lewis s honour and delivered over a ten-year period, they reflect the ethos of his approach to development and the utility of economics as a problem-solving discipline. The ultimate aim is to provide practical solutions to the problems of development. The contributors to this volume are: Rex Nettleford; Alister McIntyre; Norman Girvan; Lloyd Best; Kari Levitt; Marius St. Rose; Clive Thomas; Alan Blinder; Joseph Stiglitz; and Gerald Meier. There is a Foreword by Dr the Hon. Ralph Gonsalves, Prime Minister of St Vincent and the Grenadines. This book advances alternative approaches to understanding media, culture and technology in two vibrant regions of the Global South. Bringing together scholars from Africa and the Caribbean, it traverses the domains of communication theory, digital technology strategy, media practice reforms, and corporate and cultural renewal. The first section tackles research and technology with new conceptual thinking from the South. The book then looks at emerging approaches to community digital networks, online diaspora entertainment, and video gaming strategies. The volume then explores reforms in policy and professional practice, including in broadcast television, online newspapers, media philanthropy, and business news reporting. Its final section examines the role of village-based folk media, the power of popular music in political opposition, and new approaches to overcoming neo-colonial propaganda and external corporate hegemony. This book therefore engages critically with the central issues of how we communicate, produce, entertain, and build communities in 21st-century Africa and the Caribbean.

The reinvigorated debate on imperialism in the last two decades focuses on the means by which Euro-American capital is currently spread around the globe and the different ways it pillages the wealth of the developing countries. The Economic Partnership Agreements being foisted on the African, Caribbean and Pacific countries by the European Union, however, has been under the radar of the debate on imperialism. This book draws on the experiences of the Caribbean Forum-EU EPA to fill that void by bringing into focus the economic partnership agreement as a conduit of European imperialism. The Routledge Handbook to Global Political Economy provides a comprehensive guide to how Global Political Economy (GPE) is conceptualized and researched around the world. Including contributions that range from traditional International Political Economy (IPE) to GPE approaches, the Handbook gathers the investigations, varying perspectives and innovative research of more than sixty scholars from all over the world. Providing undergraduates, postgraduates, teachers and researchers with a complete set of traditional, contending and regional perspectives, the book explores current issues, conceptual tools, key research debates and different methodological approaches taken. Structured in five parts methodologically correlated, the book presents GPE as a field of global, regional and national research: • historical waves and diverse ontological axes; • major theoretical perspectives; • beyond traditional perspectives; • regional inquiries; • research arenas. Carefully selected contributions from both established and upcoming scholars ensure that this is an eclectic, pluralist and multidisciplinary work and an essential resource for all those with an interest in this complex and rapidly evolving field of study.

This book discusses how digital inequalities today may lead to other types of inequalities in the Global South. Contributions to this collection move past discussing an access problem – a binary division between ‘haves and have-nots’ – to analyse complex inequalities in the internet use, benefits, and opportunities of people in the Global South region. Using specific case studies, this book underlines how communities in the Global South are now attempting to participate in the information age despite high costs, a lack of infrastructure, and more barriers to entry. Contributions discuss the recent changes in the Global South. These changes include greater technological availability, the spread of digital literacy programs and computer courses, and the overall growth in engagement of people from different backgrounds, ethnicities, and languages in digital environments. This book outlines and evaluates the role of state and public institutions in facilitating these changes and consequently bridging the digital divide.

Information communications technologies (ICTs) are generally viewed as the new vehicle to redress developmental problems. The book assesses the value of such claims by analyzing the structure and workings of the global political economy (GPE) and its impact on, and prospects for developing countries in the current techno-economic context. The book uses a case study of the Caribbean to illustrate the challenges and opportunities faced by small-island developing states (SIDS) in the new techno-economic paradigm. The question must be asked, can small island developing states such as those of the Caribbean leverage modern ICTs for growth and development against the backdrop of a yawning global digital divide? Hence, the book addresses the central problem of the digital divide and whether emerging ICTs offer any real economic opportunities for the Caribbean region.

This book provokes fresh ways of thinking about small developing States within the transnational legal order for combating money laundering and the financing of terrorism and proliferation (TAMLO). From the global wars on drugs and terror to journalistic exposés such as the ‘Paradise’, ‘Panama’ and ‘Pandora’ Papers, the Commonwealth Caribbean has been discursively stigmatised as a mythical island paradise of ‘rogue’ States. Not infrequently, their exercise of regulatory self-determination has been presented as the selling of their economic sovereignty to facilitate shady business deals and illicit finance from high-net-worth individuals, kleptocrats, tax-dodgers, organised crime networks and terrorist financiers. This book challenges conventional wisdom that Commonwealth Caribbean States are among the ‘weakest links’ within the global ecosystem to counter illicit finance. It achieves this by unmasking latent interests, and problematising coercive extraterritorial regulatory and surveillance practices, along the onshore/offshore and Global North/South axes. Interdisciplinary in its outlook, the book will appeal to policymakers, regulatory and supervisory authorities, academics and students concerned with better understanding legal and development policy issues related to risk-based regulatory governance of illicit finance. The book also provides an interesting exposition of substantive legal and policy issues arising from money laundering related to corruption and politically exposed persons, offshore finance, and offshore Internet gambling services.
