Tracing the role of ideas in Chinese economic reform from 1978 to the present, this book explores the conversion of China's policymakers to capitalist economic thinking. Chen argues that the reform process has created a gap between the legitimacy of the leadership, which remains rooted in Marxist-Leninist ideology, and the practice of reform, which has abandoned such ideological constraints. Through a systematic survey of party documents and resolutions, official publications, leaders' speeches, academic journals, and newspapers, Chen shows how Chinese policymakers reconceptualized the ownership system and adjusted related policies. Focusing on a number of economic policy issue areas such as state economy, rural reform, privatization, and income distribution, he analyzes in depth the implications of this gap for the current Chinese leadership and the future of China's political development.

In the spring of 1992, Deng Xiaoping made a historical tour of south China, popularly known as the Nanxun (OCOsouthern tourOCO). During the tour, he boldly called for more radical economic reform and further opening up of China. The Nanxun has become a political landmark in the history of the People''s Republic of China, much like great events such as the Great Leap Forward, the Cultural Revolution, and the 1989 Tiananmen crackdown. Deng Xiaoping has left his own legacy for the country. The Nanxun belongs to Deng, just as the 1911 revolution belongs to Sun Yat-sen and the communist revolution to Mao Zedong. In this collection of articles, leading China scholars and experts analyze how the Nanxun has sparked off dynamic economic growth in China and drastically changed the political and social landscape of the country. Contents: Economic Growth and Transformation; Social Dynamism and Consequences of Economic Transition; Ideological Decline, Party Decay, and Return to Control?; Legal Reforms and the Search for More Efficient Governance. Readership: General readers."

"In December 1978 the Chinese Communist Party announced dramatic changes in policy for both agriculture and industry that seemed to repudiate the Maoist “road to socialism” in favor of certain “capitalist” tendencies. The motives behind these changes, the nature of the reforms, and their effects upon the economy and political life of countryside and city are here analyzed by five political scientists and five economists. Their assessments of ongoing efforts to implement the new policies provide a timely survey of what is currently happening in China. Part One delineates the content of agricultural reforms—including decollectivization and the provisions for households to realize private profits—and examines their impact on production, marketing, peasant income, family planning, local leadership, and rural violence. Part Two examines the evolution of industrial reforms, centering on enterprise profit retention, and their impact on political conflict, resource allocation, investment, material and financial flows, industrial structure, and composition of output. Through all ten chapters one theme is conspicuous—the multiple interactions between politics and economics in China’s new directions since the Cultural Revolution."

This book examines the new equity-enhancing politics in China in the context of Chinese traditional cognitive patterns of political legitimacy and its implication for Chinese political development in the near future. Based on an analysis of the new governing philosophy, the generation of political elite, and a new set of public policies, the book reaffirms the emergence of a new Chinese polity that infuses one-party rule with limited electoral and deliberative democracies. Unlike many scholars who perceive the contemporary Chinese history as a constant search for democracy, this book takes a very different approach. It asserts that the enduring question in political development in China today is no different from what was sought after throughout Chinese history, namely, the constant search for political legitimacy. Even though the quest for democracy is instrumental to that end, it may not ultimately lead to the embrace of a full-fledged liberal democracy. The new politics is not only a rationalization of the efficiency-based development, but also a major paradigm shift in China's developmental strategy.

This book takes a close look at major issues about China's democratisation, highlighting main barriers to democratisation and providing key angles to understanding China's great difficulties in making democratic progress. The author examines the possible linkages between elite, class and regime transition in China, and maintains that China's democratic development needs to be understood in the context of state-society relations, all the while emphasising that class power is playing an increasingly significant role in China's elite politics and the people's struggle for democracy.

The decade of the 1980s began in China with great expectations of the societal benefits of modernisation, and ended with gunfire in Tiananmen Square. This book, first published in 1991, presents essays that explore the political and economic reform policies that emerged in post-Mao China under Deng Xiaoping. In general, they conclude that the advent of partial marketization and structural reform tended to magnify structural contradictions rather than solve them.

China's rapid and complex political and socioeconomic changes provide fertile ground for pioneering analysis, but they also present daunting theoretical and practical challenges. This reader takes up the challenge, offering the most comprehensive assessment of Chinese domestic politics available by bringing together the best recent scholarship in the field. The anthology focuses on the origin, content, and significance of the post-1989 phase of China's reform and opening to the world, commonly known in the PRC as "deep reform." This period has been unfolding in interaction with globalization, marketization, privatization, political institutionalization, as well as with financial and legal changes. Deep reform includes new policy initiatives that have penetrated political, legal, economic, and social sectors untouched by previous initiatives as reformers have been forced to deal with the consequences--intended and unintended--of earlier reforms. These carefully selected essays by leading scholars have been revised and updated for this text. In addition, a substantive introduction and conclusion place the articles in their broader context for readers new to the subject. With the successful transition of the leadership of the party, state, and military since 2002, the time is ripe for a comprehensive evaluation of China's deep reform as it enters a new stage. This timely reader will offer students, scholars, and policymakers invaluable insights into the dynamics of change in one of the world's emerging political and economic dynamos.
