An earth-observation satellite produces data which are socially valuable and whose sales yield commercial benefits. Hence, this dissertation builds and discusses methodologies to measure both social and commercial values of satellite information. The first chapter introduces the reader to the structure of supply and demand on the market for satellite information. It emphasizes that there exist many intermediaries (data receiving stations, value-adding producers, geographical distribution networks) between end users and the data operator, which reduce the latter's awareness of demand. This structure motivates our analysis of the economic value of satellite information. The second chapter uses economic decision theory to model the social and commercial values of satellite information. Satellite information is defined by the way it influences users' decisions. Three categories of decisions are identified and, for each category, the value of satellite information is modelled. In particular, the value of satellite information to deter voluntary oil dumping by tankers is modelled as a game between the potential polluters and the controller. This model strengthens the importance of the social cost of pollution and of the juridical context in the value of satellite information for oil dumping detection. The third chapter models the strategic communication between the participants in a survey. The theoretical issues considered arose from the practical use of surveys to analyze the market for satellite information. In a more general context, the model aims to understand the origin of strategic biases which affect answers when survey respondents misreport their preferences in such a way that the interviewer's decision (following the survey) serves their interests. It analyzes the link between strategic biases and the respondents' beliefs regarding the survey consequences, the interviewer's objective function, as well as the form of the survey.

Earth's orbits are polluted by more than 100 million debris objects that pose a collision threat to satellites and other spacecraft. The risk of perturbing highly valuable space-based services critical to life on Earth, such as weather monitoring and disaster management, is making debris mitigation an urgent policy challenge. This book provides the latest findings from the OECD project on the economics of space sustainability, which aims to improve decision makers’ understanding of the societal value of space infrastructure and costs of space debris.
