Earth's orbits are polluted by more than 100 million debris objects that pose a collision threat to satellites and other spacecraft. The risk of perturbing highly valuable space-based services critical to life on Earth, such as weather monitoring and disaster management, is making debris mitigation an urgent policy challenge. This book provides the latest findings from the OECD project on the economics of space sustainability, which aims to improve decision makers’ understanding of the societal value of space infrastructure and costs of space debris. It provides comprehensive evidence on the growth of space debris, presents methods to evaluate and quantify the value of the satellites at risk and discusses ways to ensure a more sustainable use of the orbital environment. It notably includes case studies from Italy, Japan and Korea on the socio-economic value of different types of space infrastructure and discusses the feasibility and optimal design of fiscal measures and voluntary environmental rating schemes to change operator behaviour. This work is informed by contributions from researchers worldwide involved in the OECD project.

Mining plays a crucial role in Brazil's economy. Nonetheless, the efforts and resources devoted to regulatory quality in the sector, including the enforcement of rules, have not always been commensurate. This report identifies the gaps, barriers, implementation flaws and inefficiencies in the regulatory framework of the mining sector in Brazil. It takes stock of the recent reforms in the mining sector in Brazil, identifies areas that pose the greatest challenges for effective regulation in mining. It also describes the reforms that created the National Mining Agency of Brazil, its governance arrangements and its current regulatory practices. These are assessed against OECD principles in regulatory policy and mining regulation, as well as against country experiences from Australia, Chile, and Mexico. Finally, recommendations are provided to support further reform efforts.

In the last decade, the concept of a Blue Economy has ignited a deep theoretical debate. Ranging from the integration of the triple bottom line of sustainability to the optimization of profit from ocean exploitation, the meaning of the term blue economy differs considerably between epistemic communities and even more so among national and regional policies. There is a general sense of the opportunity to realise enhanced social and economic benefits from the sustainable utilisation of their ocean and coastal resources under the umbrella framework of blue economy. Blue economy is gaining traction already as a significant component of national policies, even in spite of a clear conceptualization of the term. Many countries are now preparing national policies towards realising their blue economy ambitions, utilizing the concept as they see fit. Likewise, multilateral and regional organisations are developing guidelines, and providing investment in new research, technologies, and financing tools that promote blue economy. Critical challenges abound, in particular in less privileged countries. These include the gap in research capabilities, governments prioritizing social wellbeing and economic profit in contrast to environmental protection, the identification of new and emerging areas of ocean economic activity that are both socially and ecologically sustainable and holds viable business models that can attract private investment.
