The ideas contained in Karl Popper’s The Open Society and Its Enemies—one of the most important tracts in political philosophy in the twentieth century—are relevant to anyone seeking to understand the recent history of the East Asian economies. Even though Popper wrote his tract to provide an explanation for both the rise and objectionable nature of totalitarian regimes in Europe in the twentieth century, many of the arguments that he advanced in this European context also explain the social, political and economic relationships that are seen in modern South Eastern Asian economies. The narrative of this book is driven by a research agenda that is inter-disciplinary in nature, since to make the link between the Popperian framework and East Asian socio-economic relationships the contributing authors needed to draw upon research fields as far apart as political philosophy and East-Asian studies. With one or two exceptions, however, nearly all of the contributing authors have a background in economics, and this background is reflected in the way that they have sought to tackle the research question. This book is, in short, an inter-disciplinary exercise undertaken from an economics perspective, and hence it may best be described as an exercise in political economy rather than pure analytical economics. The novelty of juxtaposing Popperian ideas with a discussion of social, political and economic development in South East Asia makes this narrative of interest to both political philosophers and specialists in South East Asian economies. The key insight drawn from the analysis is that although Karl Popper’s The Open Society and Its Enemies was a product of a European time and place, it is also relevant to anyone seeking to understand the recent history of the East Asian economies.

The enemies of globalization—whether they denounce the exploitation of poor countries by rich ones or the imposition of Western values on traditional cultures—see the new world economy as forcing a system on people who do not want it. But the truth of the matter, writes Daniel Cohen in this provocative account, may be the reverse. Globalization, thanks to the speed of twenty-first-century communications, shows people a world of material prosperity that they do want—a vivid world of promises that have yet to be fulfilled. For the most impoverished developing nations, globalization remains only an elusive image, a fleeting mirage. Never before, Cohen says, have the means of communication—the media—created such a global consciousness, and never have economic forces lagged so far behind expectations. Today's globalization, Cohen argues, is the third act in a history that began with the Spanish Conquistadors in the sixteenth century and continued with Great Britain's nineteenth-century empire of free trade. In the nineteenth century, as in the twenty-first, a revolution in transportation and communication did not promote widespread wealth but favored polarization. India, a part of the British empire, was just as poor in 1913 as it was in 1820. Will today's information economy do better in disseminating wealth than the telegraph did two centuries ago? Presumably yes, if one gauges the outcome from China's perspective; surely not, if Africa's experience is a guide. At any rate, poor countries require much effort and investment to become players in the global game. The view that technologies and world trade bring wealth by themselves is no more true today than it was two centuries ago. We should not, Cohen writes, consider globalization as an accomplished fact. It is because of what has yet to happen—the unfulfilled promises of prosperity—that globalization has so many enemies in the contemporary world. For the poorest countries of the world, the problem is not so much that they are exploited by globalization as that they are forgotten and excluded.

This has led to the resurgence of old and the emergence of new alternative streams of thought that contrast the traditional neoclassical paradigm. However, despite the flourishing critical debate over the current form of capitalism and its underlying economic assumptions, concrete alternative economic models are hard to find. The Economy of the Common Good (ECG), born in Vienna in October of 2010 as a movement of social innovation, is an expression of such a new economic model that places people and the functioning of their relations at the heart of economic activity. Unlike most movements that advocate for a change in the economic system, the ECG does not only have a vague idea of what is going wrong in the current capitalist system but presents a detailed alternative system, that is open for debate. Moreover, besides being an interesting utopia, a still small but growing number of initiatives, individuals, firms, and (local) governments all over the world commit themselves to the ECG and adjust their economic behavior, so that the ECG has also very concrete impacts. Both, the concrete nature of the propositions as well the happening change at the ground, make the ECG open for attack and lead to the ideas being highly contested.
