Establishing multi-scale optimal water allocation modes which takes the enhancement of utilization efficiency as core is a research hotspot for the international water resources management of river basins. This book aims to introduce how to compile the first set of county-level IO tables involving resources and environment accounts with integrated datasets which contains the spatio-temporal data of water and land resources, ecology and social economy in the river basin and to construct an integrated Computable General Equilibrium (CGE) model with resources and environment accounts embedded, which can be used to quantitatively depict the key process parameters of the water-ecology-social economy coupling system. Integrated Water Resources Management (IWRM) has in recent years captured the attention of policy makers and policy analysts. A lot has been written on this topic, most often disparately, about institutions for IWRM. However, there has been limited success in bridging disciplinaryboundaries (social versus physical sciences) with the result that conceptual inconsistencies persist with regard to our understanding of institutions for IWRM. This paper outlines key features of an analytical framework for the institutional analysis of IWRM in river basins. Thenovelties of the analytical approach include emphasis on transparent policy processes of state parastatals, modes of water-service provisioning and conditions for collective action in the management of common pool resources in river basins and its implications for sustainable rurallivelihoods. The paper then discusses certain methodological concerns with regard to the operationalizing of various elements of the analytical framework. In particular, the paper discusses issues related to defining the scope of analysis, scale of water use and management and collective action for the management of common pool resources in a river basin. The paper also discusses the process by which the comparative analysis of IWRM may be undertaken by highlighting the importance of problem specification, hypothesis generation and methods of data collection.

Growing scarcity of freshwater worldwide brings to light the need for sound water resource modeling and policy analysis. While a solid foundation has been established for many specific water management problems, combining those methods and principles in a unified framework remains an ongoing challenge. This Handbook aims to expand the scope of efficient water use to include allocation of sources and quantities across uses and time, as well as integrating demand-management with supply-side substitutes. Socially efficient water use does not generally coincide with private decisions in the real world, however. Examples of mechanisms designed to incentivize efficient behavior are drawn from agricultural water use, municipal water regulation, and externalities linked to water resources. Water management is further complicated when information is costly and/or imperfect. Standard optimization frameworks are extended to allow for coordination costs, games and cooperation, and risk allocation. When operating efficiently, water markets are often viewed as a desirable means of allocation because a market price incentivizes users to move resources from low to high value activities. However, early attempts at water trading have run into many obstacles. Case studies from the United States, Australia, Europe, and Canada highlight the successes and remaining challenges of establishing efficient water markets.
