Once one of the world's largest staple food producers, Angola is now known as a major oil exporter - the second largest producer in sub-Saharan Africa. Angola is also the world's fourth largest producer of rough diamonds in terms of value, with the potential to become one of the leading global diamond producers. In addition to oil and diamonds, the country is well endowed with agricultural resources which remain mostly untapped. However, despite the country's significant natural wealth, a prolonged civil war, the rapid development of the oil sector, and the policies pursued after Independence in 1975 have left the Angolan economy in a unique situation, characterized by very uneven indicators of development. The Angolan economy is now experiencing massive oil windfall gains that are expected to last throughout the next decade. Since oil rents are to a large part concentrated in the public sector, the question of how the oil revenue should be spent and distributed across present and future generations becomes key to any economic development strategy. This study identifies six core areas where a strategic approach for the development of a broad-based growth strategy is required: (i) the incomplete transition to a market economy; (ii) macroeconomic management; (iii) governance and transparency in the management of the mineral wealth; (iv) the business environment; (v) agriculture; and (vi) public service delivery to the poor.

This paper describes economic developments in Angola during the 1990s. A major decline in economic conditions occurred in 1993, in the wake of the resumption of the civil war. In 1993, inflation reached unprecedented levels, overall GDP declined by an estimated 24 percent in real terms, and oil production experienced a downturn for the first time, in part as a result of the destruction of a major onshore oil facility. Export earnings from crude oil were also hit by the decline in world oil prices. Nevertheless, the economy became increasingly dependent on oil.

We now know the official balance sheets in terms of growth of the Angolan economy in 2011: from a projected rate of 7.6% at the beginning of the year, it moved, after a correction in mid-year, to 3.6% and the latest estimates give account of an actual value of 3.1%. For 2012, official estimates put the real rate of GDP growth at 9.8%, surrounded by high uncertainty, many are the risks of global economic recession. Growth decrease occurred in 2009, 2010 and 2011 will certainly influence the growth trend rate - about 15% between 2002 and 2008 - but there still is a good and safe margin for improvement. This Selected Issues paper describes external balance assessment in Angola. Angola’s external balance appears sustainable under current assumptions regarding the evolution of oil prices and output/exports, but the economy’s lack of diversification implies that it remains highly vulnerable to declines in the oil price and disruptions in oil production. Moreover, to the extent that the commercial viability of future oil production from the pre-salt deposits is still uncertain, risks to oil output are on the downside. Given the high pass-through of the nominal exchange rate to prices, improving competitiveness should focus on measures to improve the country’s business climate and infrastructure. The assessment of reserve adequacy shows that international reserves are currently adequate for precautionary purposes, but the high (although declining) level of dollarization in the financial system implies that a higher benchmark is appropriate; staff sees limited scope for drawing down reserves.
