Educating Palestine, through the story of education and the teaching of history in Mandate Palestine, reframes our understanding of the Palestinian and Zionist national movements. It argues that Palestinian and Hebrew pedagogy could only be truly understood through an analysis of the conscious or unconscious dialogue between them. The conflict over Palestine, the study shows, shaped the way Arabs and Zionists thought, taught, and wrote about their past. British rule over Palestine promised the Jews a national home, but had no viable policy towards the Palestinians and established an education system that lacked a sustainable collective ethos. Nevertheless, Palestinian educators were able to produce a national pedagogy that knew how to work with the British and simultaneously promoted an ideology of progress and independence that challenged colonial rule.

This book examines the role of education in building a new Palestinian state, and especially on the role and function of the education system in the process of state formation. Since education frames a people’s identity, the nature of the education system affects how Palestinians relate to their state. Through education the Palestinian Authority (PA) transforms the parameters of identity to serve the requirements of state-building and the peace process. International assistance to the PA affects all of these processes through the disbursal of political rent, whose primary function is to bolster the PA and to keep the peace process going. The new Palestinian Authority has assumed two seemingly contradictory functions: state building and resistance, and the dynamic tensions between the two raise key questions for political and policy analysis. Are these functions mutually exclusive or complementary in the context of the ongoing peace negotiations, and state-building? Can the Palestinian leadership transform the Palestinian national movement from a revolutionary organization to a pragmatic state apparatus? Are the PLO and the PA interchangeable? What type of power does the PA need to cultivate the support, or to secure the compliance, of the Palestinian people for the state-building project? This volume on "Education towards a Culture of Peace" is a timely undertaking, since the United Nations has proclaimed the years 2001-2010 as the "International Decade for a Culture of Peace and Non-Violence for the Children of the World." A culture of peace as defined by the UN is "a set of values, attitudes, modes of behaviour and ways of life that reject violence and prevent conflicts by tackling their root causes to solve problems through dialogue and negotiation among individuals, groups and nations". (UN Resolutions A/RES/52/13 1998: Culture of Peace and A/RES/53/243, 1999: Declaration and Programme of Action on a Culture of Peace). Most of the chapters in this book are based on lectures that were presented at the International Conference, "Education towards a Culture of Peace". This conference was convened on 1-3 December 2003, by the The Josef Burg Chair in Education for Human Values, Tolerance and Peace - UNESCO Chair on Human Rights, Democracy, Peace and Tolerance School of Education, at Bar Ilan University, Israel. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) operates one of the largest nongovernmental school systems in the Middle East. Palestine refugees in UNRWA schools are achieving higher-than-average learning outcomes in spite of the adverse circumstances they live under. This study uses a mixed methods research approach to address the complexity of the research question and its exploratory nature, namely, How do UNRWA schools continually and consistently outperform public schools? This study used the following data collection techniques: econometric techniques to analyze learning achievement data from international and national assessments; the Systems Approach for Better Education Results tools were used to assess different system components, such as teacher effectiveness, school autonomy, and student assessments; Stallings classroom observations provided a structured method to compare teachers' and students' interactions; qualitative data collected through interviews captured the lived experiences of a sample of students. Contrary to what might be expected from a resource-constrained administration serving refugee students who continually face a multitude of adversities, UNRWA students outperform public schools in the three regions-- West Bank and Gaza and Jordan-- by a year's worth of learning. The achievement is a result of the way these schools recruit, prepare, and support teachers; because of instructional practices and pedagogy in the classroom; and because of school leadership, accountability, and mutual support. This has created a distinguished learning community centered on the student. Of note: • UNRWA selects, prepares, and supports its education staff to pursue high learning outcomes. • Time-on-task is high in UNRWA schools, and is used more effectively than in public schools.
