The short history of the International Working Conference on Educating Professionals for Network Centric Organizations is a good illustration of the tremendous rate of development of global networking, its impact and of its deep penetration into management of business, industty and administration. In 1996, when the theme and name of the conference had been set, there was yet no heavy use of networks in the fields just mentioned. However, it has been already established well enough to enable those with a visionary sense to feel that it will be an important subject and it could be an interesting theme for a conference to be held within two years. It seemed a risky decision at the time but it turned out to be very successful when conducted in 1998. It has been stated that "it took until 1997 for the business world to discover the Internet". In less than two years, the Internet and the Intranets are a vital component for running major parts of the business world. This fast pace puts some pressure on writing papers and holding a conferenc- effort has to be made to have meaningful contents despite the changes. A time span of 9 months between writing a paper and having it published, seemed once to be very short, but it is not so any more when referring to a dynamic issue like global networking.

These proceedings derive from an international conference on the history of computing and education. This conference is the second of hopefully a series of conferences that will take place within the International Federation for Information Processing (IFIP) and hence, we describe it as the "Second IFIP Conference on the History of Computing and Education" or simply "History of Computing and Education 2" (HCE2). This volume consists of a collection of articles presented at the HCE2 conference held in association with the IFIP 2006 World Computer Congress in Santiago, Chile. Articles range from a wide variety of educational and computing perspectives and represent activities from five continents. The HCE2 conference represents a joint effort of the IFIP Working Group 9. 7 on the History of Computing and the IFIP Technical Committee 3 on Education. The HCE2 conference brings to light a broad spectrum of issues. It illustrates topics in computing as they occurred in the "early days" of computing whose ramifications or overtones remain with us today. Indeed, many of the early challenges remain part of our educational tapestry; most likely, many will evolve into future challenges. For 60 years the International Federation for Information Processing (IFIP) has been advancing research in Information and Communication Technology (ICT). This book looks into both past experiences and future perspectives using the core of IFIP's competence, its Technical Committees (TCs) and Working Groups (WGs). Soon after IFIP was founded, it established TCs and related WGs to foster the exchange and development of the scientific and technical aspects of information processing. IFIP TCs are as diverse as the different aspects of information processing, but they share the following aims: To establish and maintain liaison with national and international organizations with allied interests and to foster cooperative action, collaborative research, and information exchange. To identify subjects and priorities for research, to stimulate theoretical work on fundamental issues, and to foster fundamental research which will underpin future development. To provide a forum for professionals with a view to promoting the study, collection, exchange, and dissemination of ideas, information, and research findings and thereby to promote the state of the art. To seek and use the most effective ways of disseminating information about IFIP’s work including the organization of conferences, workshops and symposia and the timely production of relevant publications. To have special regard for the needs of developing countries and to seek practicable ways of working with them. To encourage communication and to promote interaction between users, practitioners, and researchers. To foster interdisciplinary work and – in particular – to collaborate with other Technical Committees and Working Groups. The 17 contributions in this book describe the scientific, technical, and further work in TCs and WGs and in many cases also assess the future consequences of the work’s results. These contributions explore the developments of IFIP and the ICT profession now and over the next 60 years. The contributions are arranged per TC and conclude with the chapter on the IFIP code of ethics and conduct.
