Finland, South Korea and the state of North Carolina in the United States are three systems that successfully have harnessed higher education in their economic development initiatives. Common to the success of all these systems is, amongst others, the link between economic and education planning, quality public schooling, high tertiary participation rates with institutional differentiation, labour market demand, cooperation and networks, and consensus about the importance of higher education for development. Linking higher education and economic development: Implications for Africa from three successful systems draws together evidence on the three systems, synthesises the key findings, and distils the implications for African countries. The project on which the book is based forms part of a larger study on Universities and Economic Development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA). HERANA is co-ordinated by the Centre for Higher Education Transformation in South Africa.

Although for many years the emphasis in education was on growth and on the need to provide more classrooms, increasing attention has shifted recently toward the quality and value of the education being received. This document contains two studies related to the subject of educational quality. The first paper reviews the relevant research on this question and reveals that school quality has substantially greater effects on changes in students' cognitive and behavioral outcomes in developing than in advanced countries. It also finds that school quality seems to affect the lifetime earnings of all students, regardless of the level of development of their countries. The author concludes that in the long run, the quality of schooling provided may be more important for the future economic prospects of developing nations than expanded access to poor quality education. Nevertheless, knowing that educational quality has an economic effect on development does not determine whether investments in educational quality will be successfully implemented. This is the subject of the second study. The author argues that educational systems proceed through a series of stages during which they are able to implement increasingly more complex educational investments.

After decades of effortless growth and prosperity, America's postsecondary institutions of education have come under increasing financial stress and waning public support. This paper presents an extensive survey of empirical research evidence on the role of education in economic growth, poverty and income distribution. The author presents new analysis of more recent cross nation data on education and income distribution. The analysis uses lagged variables on education which reconfirms some of the well established theses on the role of education in improving income distribution. It also indicates that with significant improvements in educational levels, the threshold level of education to significantly contribute to income distribution could change from primary to secondary education. The author also questions some of the doubts expressed by critics in this context and reasserts that, on the whole, education is an important policy instrument that can be looked upon with hope towards improving inequities.
