Finland, South Korea and the state of North Carolina in the United States are three systems that successfully have harnessed higher education in their economic development initiatives. The project on which the book is based forms part of a larger study on Universities and Economic Development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA). Although for many years the emphasis in education was on growth and on the need to provide more classrooms, increasing attention has shifted recently toward the quality and value of the education being received. This document contains two studies related to the subject of educational quality. The first paper reviews the relevant research on this question and reveals that school quality has substantially greater effects on changes in students' cognitive and behavioral outcomes in developing than in advanced countries. It also finds that school quality seems to affect the lifetime earnings of all students, regardless of the level of development of their countries. The author concludes that in the long run, the quality of schooling provided may be more important for the future economic prospects of developing nations than expanded access to poor quality education. Nevertheless, knowing that educational quality has an economic effect on development does not determine whether investments in educational quality will be successfully implemented. This is the subject of the second study. The author argues that educational systems proceed through a series of stages during which they are able to implement increasingly more complex educational investments.
