This book examines how social change affects the role of the pastor in an African context. Through field study in African churches, author Zawadi Job Kinyamagoha explores how pastors work amid the tensions of rapid social change and suggests how pastors can constructively respond to social change by using it as an opportunity in their pastoral ministry. Contemporary society is characterized by three cultural spheres: the economic sphere, the public sphere, and the democratic or self-governance rule, the realities of which many pastors seem to overlook. Conversely, a changing society demands that pastors work with the reality at hand, leaving pastors caught between two conflicting tensions: the pressure from church authorities and from a changing social reality. Current paradigms of ‘development’ generally serve mobile pastoralist groups poorly: their visibility in policy processes is minimal, and their mobility is constructed by the powerful as a ‘problem’, rather than as a rational livelihood strategy. Increasingly damaged eco-systems, shrinking natural resources, globalisation and urbanisation all put pressure on pastoralist livelihoods. Such processes often worsen, rather than alleviate, poverty and socio-economic marginalisation among pastoralists, but they also precipitate engagement with forms of education that may improve their future livelihood security and social status, and enhance occupational diversification. Opening with a discussion of how the relationships between education, poverty and development have been conceived in dominant development discourses, this book reviews the disappointing international experience of education provision to mobile pastoralist groups. It highlights a lack of sufficient flexibility and relevance to changing livelihoods and, more fundamentally, education’s conceptual location within a sedentarist paradigm of development that is antagonistic to mobility as a legitimate livelihood strategy. These global themes are examined in India, where policy and practices of education inclusion for mobile, marginalised groups are critiqued. Empirically-based chapters drawing on ethnographic research, provide detailed insights into how the Rabaris of Kachchh – a pastoralist community in Gujarat, Western India – engage with education as a social and economic development strategy for both adults and children, and show how ethnographic and participatory research approaches can be used for policy advocacy for marginalised groups. Livelihoods and Learning highlights the complex, contested and often inconsistent role of education in development and the social construction of poverty, and calls for a critical reappraisal of the notion of ‘education’. The Tibetan plateau constitutes the world's vastest high-altitude rangeland. It has featured a unique pastoralist culture where, based on yak and sheep production, on complex exchange systems with agricultural areas and the lowlands, and in the context of ever-changing political conditions, pastoralists developed livelihood systems that helped them adapt not only to the harsh environmental conditions, but also to the ever-changing political and economic trends. The 20th century, most prominently the plateau's ever closer integration into the Chinese state, has brought profound changes to pastoral Tibetans. It has opened the plateau to the influence of a wide array of policies directed at 'developing', modernizing, and recently urbanizing the Tibetan pastoral areas. Taking a perspective informed by the 'Sustainable Livelihood' approach, it presents a selection of current perspectives on these recent transformations and on their specific impact on local pastoral livelihoods on the ground. In conventional views, pastoralism was classified as a stage of civilization that needed to be abolished and transcended in order to reach a higher level of development. In this context, global approaches to modernize a rural society have been ubiquitous phenomena independent of ideological contexts. The 20th century experienced a variety of concepts to settle mobile groups and to transfer their lifestyles to modern perceptions. Permanent settlements are the vivid expression of an ideology-driven approach. Modernization theory captured all walks of life and tried to optimize breeding techniques, pasture utilization, transport and processing concepts. New insights into other aspects of pastoralism such as its role as an adaptive strategy to use marginal resources in remote locations with difficult access could only be understood as a critique of capitalist and communist concepts of modernization. In recent years a renaissance of modernization theory-led development activities can be observed. Higher inputs from external funding, fencing of pastures and settlement of pastoralists in new townships are the vivid expression of 'modern' pastoralism in urban contexts. The new modernization programme incorporates resettlement and transformation of lifestyles as to be justified by environmental pressure in order to reduce degradation in the age of climate change.
