America’s commitment to public schooling once seemed unshakable. But today the movement to privatize K–12 education is stronger than ever. A veteran teacher and administrator, Samuel E. Abrams examines the rise of market forces in public education and reveals how a commercial mindset has taken over. For decades, Milton Friedman and his disciples contended that private markets could deliver better schooling than governments. In the 1990s, this belief was put to the test by Edison Schools and other for-profit educational management organizations (EMOs). Edison grew rapidly, running schools in Baltimore, Philadelphia, and many other cities across the country. Yet disappointing academic and financial outcomes soon pushed the company and its competitors to the margins. The focus of EMOs on efficiency and results nevertheless found expression in federal policy with No Child Left Behind in 2002 and Race to the Top in 2009. The new ethos also defined nonprofit charter management organizations (CMOs) like KIPP that surfaced in the wake of EMOs and flourished. But the dependence of CMOs on philanthropists, tireless teachers, and students capable of abiding by rigid expectations limits their reach. Abrams argues that while the commercial mindset sidesteps fundamental challenges, public schools should adopt lessons from the business world. Citing foreign practices, he recommends raising teacher salaries to attract and retain talent, conferring more autonomy on educators to build ownership, and employing sampling techniques rather than universal assessments to gauge student progress.

American schools have always been locally created and controlled. But ever since the Title I program in 1965 appropriated nearly one billion dollars for public schools, federal money and programs have been influencing every school in America. What has been accomplished in this extraordinary assertion of federal influence? What hasn't? Why not? With incisive clarity and wit, David Cohen and Susan Moffitt argue that enormous gaps existed between policies and programs, and the real-world practices that they attempted to change. Learning and teaching are complicated and mysterious. So the means to achieve admirable goals are uncertain, and difficult to develop and sustain, particularly when teachers get little help to cope with the blizzard of new programs, new slogans, new tests, and new rules. Ironically, as the authors observe, the least experienced and least well-trained teachers are often in the most needy schools, so federal support is compromised by the inequality it is intended to ameliorate. If new policies and programs don't include means to create the capability they require, they cannot succeed. We don't know what we need to enable states, school systems, schools, teachers, and students to use the resources that programs offer. The trouble with standards-based reform is that standards and tests still don't teach you how to teach.

Migrant Teachers investigates an overlooked trend in U.S. public schools today: the growing reliance on teachers trained overseas, as federal mandates require K-12 schools to employ qualified teachers or risk funding cuts. A narrowly technocratic view of teachers as subject specialists has led districts to look abroad, Lora Bartlett asserts, resulting in transient teaching professionals with little opportunity to connect meaningfully with students. Highly recruited by inner-city school districts that struggle to attract educators, approximately 90,000 teachers from the Philippines, India, and other countries came to the United States between 2002 and 2008. From administrators' perspective, these instructors are excellent employees--well educated and able to teach subjects like math, science, and special education where teachers are in short supply. Despite the additional recruitment of qualified teachers, American schools are failing to reap the possible benefits of the global labor market. Bartlett shows how the framing of these recruited teachers as stopgap, low-status workers cultivates a high-turnover, low-investment workforce that undermines the conditions needed for good teaching and learning. Bartlett calls on schools to provide better support to both overseas-trained teachers and their American counterparts.
